About The Position

We are looking for a Scientific Program Analyst to support the Office of Strategic Coordination Common Fund initiatives through program management, scientific research analysis, and administrative coordination. This is a full-time position located in Rockville, MD.

Requirements

  • Master’s degree in Public Health, Social Sciences, Biomedical Sciences, or a related field.
  • Minimum of ONE (1) year of experience in scientific research, clinical research, or scientific program analysis supporting biomedical or behavioral programs.
  • Demonstrated experience supporting or managing clinical research protocols and GCP compliance.
  • Proven ability to troubleshoot and resolve research operational challenges independently.
  • Experience conducting literature searches, database curation, and use of citation/reference management tools.
  • Demonstrated experience in developing and maintaining data analytics tools, datasets, and/or scientific/research or clinical databases (not limited to document repositories) and analytics dashboards.
  • Strong background in scientific analysis, including interpreting research data, identifying trends, and evaluating research programs or grants.
  • Experience preparing and delivering scientific presentations, reports, posters, or briefing materials for leadership or external audiences.
  • Demonstrated ability to lead or independently coordinate working groups, meetings, or stakeholder engagements, including presenting to senior leadership.
  • Experience with project lifecycle planning, including budgeting, forecasting, and milestone development for scientific programs.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and data analysis tools (e.g., STATA, R, or similar).
  • Experience working with research grants, funding mechanisms, or scientific portfolios, including tracking progress and evaluating outcomes.
  • Must be able to obtain and maintain a Federal or DoD “public trust”; candidates must receive approved adjudication prior to onboarding with Guidehouse.
  • Candidates with an active public trust or suitability are preferred.

Nice To Haves

  • Project Management Professional (PMP) certification.
  • Experience working within NIH, federal research environments, or large-scale biomedical initiatives.
  • Background in epidemiology, longitudinal studies, or advanced statistical analysis supporting research programs.
  • Demonstrated experience in strategic planning, program forecasting, and portfolio-level analysis beyond compliance or administrative tracking.
  • Experience leading end-to-end coordination of scientific events, including conferences, lecture series, and multi-stakeholder engagements.
  • Experience drafting funding opportunity announcements, operational plans, or governance structures for research programs.
  • Familiarity with human subjects’ research regulations (45 CFR 46), IRB processes, and research compliance frameworks.
  • Experience identifying and addressing inefficiencies, gaps, or overlaps in research portfolios, with actionable recommendations.
  • Experience presenting independently to division leadership or senior stakeholders in a scientific or programmatic capacity.
  • Strong written and verbal communication skills with the ability to translate complex scientific information for diverse audiences.

Responsibilities

  • Conduct literature reviews, database searches (e.g., PubMed, Web of Science), and synthesize scientific findings to support programmatic decision-making.
  • Design, develop, and maintain data systems, databases, and analytics tools to support scientific portfolio tracking and evaluation.
  • Organize, analyze, and present complex scientific and programmatic data, including preparation of reports, presentations, and briefing materials for leadership.
  • Provide end-to-end planning and coordination of scientific meetings, workshops, webinars, and conferences, including logistics, communications, and reporting.
  • Lead or support high-level consultations, working groups, and stakeholder engagements; track action items and ensure accountability across initiatives.
  • Independently analyze program performance, identify gaps, and recommend strategic improvements aligned with organizational goals.
  • Develop funding plans, project milestones, and budgets; support lifecycle management of scientific programs.
  • Monitor and track clinical and behavioral research activities, including milestones, deliverables, and protocol compliance.
  • Draft, review, and edit scientific and programmatic documents, including agendas, reports, communications, and policy-related materials.
  • Maintain repositories of program materials, including databases, reports, presentations, and communication tools.
  • Provide project management support for large-scale, multi-stakeholder initiatives involving NIH staff, investigators, and external partners.
  • Review and evaluate complex biomedical scientific programs including analyses of grants and interpreting scientific trends.
  • Draft research funding plans, operational plans, corrective actions, and revise governance structures for scientific programs.
  • Manage operations and budgets for scientific research projects.
