About The Position

Chenega Enterprise Systems & Solutions, LLC is seeking a Scientific Data Analyst II to support the U.S. Centers for Disease Control and Prevention (CDC). This role involves providing crucial support for surveillance data management, data quality assurance, reporting, and analytics. The objective is to aid CDC's public health surveillance activities through effective management, modernization, validation, and dissemination of surveillance data, while strictly adhering to CDC's scientific and data quality standards. Requirements

  • Master's degree in Biostatistics, Statistics, Epidemiology, Public Health, Health Informatics, Data Science, Computer Science, or a closely related field.
  • Minimum of three (3) years of experience supporting data analytics, data science, healthcare analytics, public health informatics, or related activities.
  • Demonstrated experience using SQL for data extraction, transformation, validation, and management.
  • Experience using SAS, Python, and/or R for data analysis and surveillance data processing.
  • Experience analyzing and interpreting public health, healthcare, surveillance, or population-based datasets.
  • Experience developing data quality assurance procedures and conducting data validation reviews.
  • Experience in creating dashboards and reports using Power BI or similar business intelligence tools.
  • Strong experience working with large, structured datasets and relational databases.
  • Strong analytical, quantitative, and problem-solving skills.
  • Advanced knowledge of public health surveillance methodologies, data management principles, and data quality assurance practices.
  • Proficiency in SQL, SAS, and R, with the ability to develop automated data processing and reporting workflows.
  • Strong experience in data ingestion, cleansing, transformation, validation, and integration of large and complex datasets.
  • Proficiency in Power BI and other data visualization tools for developing dashboards, reports, and analytical products.
  • Ability to analyze and interpret surveillance, healthcare, and population health data to identify trends, patterns, and data quality issues.
  • Strong understanding of relational database structures, data governance concepts, and documentation best practices.
  • Excellent analytical, critical thinking, and problem-solving skills.
  • Strong written and verbal communication skills, including the ability to present technical information to both technical and non-technical audiences.
  • Ability to manage multiple priorities in a fast-paced environment while working independently and collaboratively within multidisciplinary teams.
  • Exceptional attention to detail and commitment to data accuracy, integrity, and continuous process improvement.

Nice To Haves

  • Experience supporting CDC, HHS, or other federal public health agencies.
  • Experience working with public health surveillance systems, including infectious disease and chronic disease surveillance programs.
  • Experience evaluating and utilizing healthcare data sources, including electronic health records, healthcare claims, commercial or federal healthcare datasets (e.g., HealthVerity, Premier, Truveta, IQVIA, PCORnet, MarketScan, CMS, HRSA, and VA).
  • Knowledge of healthcare interoperability standards and common data models, including HL7, FHIR, and OMOP.
  • Experience supporting CDC Data Modernization Initiative (DMI) efforts, CDC One Data Platform (1CDP), or other enterprise public health data platforms.
  • Experience working with cloud-based analytics environments, large relational databases, and big data technologies.

Responsibilities

  • Develop formal and informal reports, analyses, and recommendations that support program operations, management decision-making, and successful implementation of public health initiatives.
  • Administer and support SharePoint and related collaboration platforms used for internal and external information management, content development, and site administration.
  • Manage the archiving and maintenance of public-use datasets and assist in the development of documentation, guidance materials, and resources that support data use and accessibility.
  • Respond to data inquiries and provide technical assistance related to data requests, reporting requirements, and information management activities.
  • Lead and coordinate cross-functional projects and initiatives, collaborating with internal CDC teams, external partners, and stakeholders to ensure successful project outcomes.
  • Participate in cross-branch and cross-team workgroups, providing analytical expertise and recommendations that support program objectives and organizational priorities.
  • Prepare technical reports, presentations, briefing materials, and other written products while effectively communicating findings to technical and non-technical audiences.
  • Develop, maintain, and implement secure Data Management Plans (DMPs) in accordance with organizational and program requirements.
  • Design, develop, and maintain databases, data structures, and related systems to support program monitoring, evaluation, and reporting activities.
  • Create and maintain data collection instruments, templates, codebooks, data dictionaries, and supporting documentation.
  • Perform data cleaning, validation, quality assurance reviews, and issue resolution activities to ensure data accuracy, completeness, and reliability.
  • Develop and maintain automated data processing workflows, reproducible scripts, and data pipelines to improve efficiency and consistency of reporting processes.
  • Create, update, and maintain Standard Operating Procedures (SOPs) and technical documentation related to data collection, integration, validation, management, and analysis activities.
  • Design and develop dashboards, reports, and interactive data visualizations using Power BI, 1CDP, R, Python, and other approved tools to support program monitoring and decision-making.
  • Establish and promote standardized reporting methodologies and governance practices that ensure consistency across organizational reporting products and performance measures.
  • Develop new reporting solutions and analytical products using CDC-approved platforms and technologies, including 1CDP, Contour, Qver, Power BI, R, Python, and similar analytics environments.
  • Design and maintain standardized report templates that align with Notice of Funding Opportunity (NOFO), leadership, branch, and partner reporting requirements.
  • Evaluate existing reporting products, dashboards, and analytical tools to identify redundancies, improve efficiency, and promote consistent reporting practices across programs.
  • Assess and align reporting requirements with available functionality within 1CDP, Power BI, R, and other analytics platforms to optimize reporting capabilities.
  • Conduct routine and ad hoc analyses, reporting activities, data visualizations, and special projects in support of CDC staff, leadership, and program stakeholders.
