About The Position

EagleWings Allied Health Staffing Agency is hiring MSDE-certified School Psychologists for full-time, school-based placements in Baltimore City Public Schools for the 2026–2027 school year. You will provide a wide range of psychological services including psychoeducational evaluations, direct and consultative services, counseling, behavioral intervention, and IEP team collaboration for students ages 0–21 across elementary, middle, and high school settings. This is a W-2 contract position with a consistent Monday–Friday schedule, summers off, and the opportunity for permanent hire by the district after one full school year of placement.

Requirements

  • Eligible for Maryland State (MSDE) certification as a School Psychologist, which includes:
  • A Master's degree or higher in School Psychology (out-of-state programs must include a minimum 1,200-hour internship in school psychology) with at least 3 semester hours of special education coursework
  • A passing score on the MD-approved test for school psychologists AND a valid professional license in school psychology from Maryland — OR a valid Nationally Certified School Psychologist (NCSP) certificate issued by the National School Psychology Certification Board — OR a valid professional license in school psychology from another state with verification of 27 months of satisfactory performance as a school psychologist during the past 7 years
  • Thorough knowledge of preschool, child, and adolescent development, special populations, special education, and the organization and operation of schools
  • Knowledge of and experience administering individual assessments in cognitive, adaptive, social-emotional, behavioral, and educational achievement areas
  • Excellent skills in communicating through writing, including formal psychological reports, student progress reports, and case notes
  • Knowledge of federal and state laws, rules, and regulations as they apply to schools and special education
  • Knowledge of ethics as applied to the practice of school psychology
  • Ability to use technical computer applications including Microsoft Office, Excel, and internet-based platforms
  • Ability to pass a CJIS criminal background check and fingerprinting through BCPS
  • Valid driver's license or reliable transportation (school psychologists are typically assigned to 2 school sites)

Nice To Haves

  • Licensed Psychologist through the Maryland Department of Health (enables third-party billing)
  • Experience with Baltimore City Public Schools or urban school districts serving diverse learners

  • Experience with assistive technology assessments or infant/toddler (ages 0–3) evaluations
  • Knowledge of Response to Intervention (RTI) and curriculum-based assessment/measurement

Responsibilities

  • Conduct formal school psychological evaluations of students for educational planning and placement as part of the IEP process
  • Administer individual assessments in cognitive, adaptive, social-emotional, behavioral, and educational achievement areas
  • Conduct Functional Behavior Assessments (FBAs) and develop Behavior Intervention Plans (BIPs) with teachers and specialists
  • Complete integrated psychological reports, progress reports, and assessment data within mandated timelines
  • Enter goals, objectives, and appropriate data in the designated IEP or counseling online program (MDOIEP)
  • Provide direct and consultative psychological services as outlined in each student's IEP or IFSP
  • Support positive behaviors by implementing research-based prevention and intervention programs
  • Provide counseling services — individual, group, and classroom-based — to address social-emotional and behavioral needs
  • Work within classroom settings to model strategies, assist with inclusion, and support student achievement
  • Assist students directly with organizational skills, learning strategies, and study skills
  • Consult with school staff on academic engagement, learning barriers, behavioral management, and positive behavior interventions
  • Actively participate on IEP teams and school-based teams, helping plan appropriate IEPs including modifying and adapting curricula and instruction
  • Strengthen family-school partnerships through direct contact with caregivers at school, in the community, and at home
  • Provide training and workshops to school staff on child development, understanding psychological testing, behavioral management, and other relevant topics
  • Assist schools with generating and interpreting student outcome data to recommend programs and interventions at the building, classroom, and student level
  • Write IEP goals and objectives following City Schools requirements
  • Monitor IEP caseload and IEP information online weekly
  • Maintain electronic therapy notes via Encounter Tracker and complete third-party billing data entry
  • Maintain psychological folders for each student per City Schools policies and procedures
  • Follow all IDEA, COMAR, APA, and NASP ethical standards for school psychological services
  • Consult with supervisory staff for psychological services regularly regarding assessment questions, counseling sessions, and job-related issues
