About The Position

We are seeking a School Medicaid Analyst to join our Office of Equity, Diversity, and Inclusion (OEDI) team at the Oregon Department of Education. This is a permanent position represented by the Service Employees International Union (SEIU). This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office.

Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program.
  • Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

Nice To Haves

  • Knowledge of and experience with School-Based Health Services (SBHS) Medicaid: Direct experience developing, analyzing, or implementing Medicaid or IDEA-aligned policies, guidance, billing tools, or compliance supports for education or health programs.
  • Demonstrated ability to apply an equity-centered, human-focused approach: Experience modifying a policy, program, or technical assistance approach based on equity analysis, community input, or disparate impact considerations.
  • Demonstrated ability to design and deliver high-quality training and technical assistance: Experience authoring and/or leading trainings, webinars, toolkits, guidance documents, or ongoing technical assistance provided to districts or partner organizations.
  • Demonstrated ability to collaborate effectively across agencies and stakeholders: Experience collaborating on interagency workgroups, advisory committees, or cross-sector initiatives leading to specific outcomes (please describe outcomes).
  • Strong organizational, communication, and project management skills: Experience managing a multi-step project or initiative with timelines and deliverables, including production of written reports, guidance, or public-facing resources.

Responsibilities

  • Provide technical assistance, training, and compliance support to school districts and Education Service Districts to improve School Medicaid billing and ensure alignment with federal and state requirements such as the Individuals with Disabilities in Education Act (IDEA) and Section 504 of the Rehabilitation Act of 1973.
  • Coordinate and lead IDEA and Section 504 health services efforts by building statewide and district capacity, analyzing program effectiveness, and supporting continuous improvement of related services.
  • Develop and maintain partnerships with state, federal, and local stakeholders (including Oregon Health Authority and licensing boards) to align policy, improve Medicaid systems, and support statewide implementation.
  • Design and improve School Medicaid programs and strategies by analyzing data, developing resources, resolving policy issues, and advancing efforts to expand and sustain Medicaid billing in schools.
