About The Position

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system. The Program Management Office (PMO) within BEDC provides technical support to the project delivery teams. This includes the following sections and groups: Project Controls, Schedule Controls, Permitting Support, Cost Estimating, Business Solutions, Data Analytics, and management of the Enterprise Program Management Information System (ePMIS). The PMO uses people, processes, and tools to mitigate issues that may impact a project. BEDC seeks to hire an Administrative Project Manager M2 to serve as a Schedule Controls Manager for the PMO Division at our headquarters in Queens, NY. Construction schedulers are a specialized discipline of Project Controls that coordinate with project management to define, control, and analyze the means and methods of construction and performance during construction. They assist in planning, scheduling work and providing time estimates through various calculation methods. They analyze performance of stakeholders and impacts of change. They coordinate with project teams, contractors and upper management on the health of projects, projected completion and coordination points in a project.

Requirements

Permanent Civil Service Administrative Project Managers are eligible to apply.
A baccalaureate degree, with a major in design, graphic arts, the visual arts, marketing, computer science, or digital media from an accredited college; or
An associate’s degree in design, graphic arts, the visual arts, marketing, computer science, or digital media from an accredited college, and two years of acceptable full-time paid experience as a designer, commercial artist, or graphic artist; or
A four-year high school diploma or its educational equivalent plus two years of full-time education at an approved trade or technical school in design, graphic arts, the visual arts, marketing, or digital media plus two years of acceptable full-time paid experience as a designer, commercial artist, or graphic artist; or
A four-year high school diploma or its educational equivalent plus four years of acceptable full-time paid experience as a designer, commercial artist, or graphic artist; or
A combination of education and/or experience equivalent to the above.
College education in design, graphic arts, the visual arts, marketing, computer science, or digital media from an accredited college may be substituted for experience as described in "4" above at the rate of 30 semester credits for one year of experience.
Trade or technical school education in design, graphic arts, the visual arts, marketing, or digital media may be substituted for experience as described in "4" above at the rate of one year of full-time education for one year of experience.
To be qualified for assignment to Assignment Level II, individuals must have: at least one year of experience as a Graphic Artist, Assignment Level I; or
To be qualified for assignment to Assignment Level II, individuals must have the Qualification Requirements described in "1" or "2" above, plus two additional years of acceptable specialized experience conceptualizing and initiating design or graphic arts projects.

Responsibilities

Oversee the maintenance of a management information system that provides data for planning and controlling project development.
Oversee the establishment of project time and cost schedules.
Determine and coordinate the activities required among the individuals, agencies, and departments responsible for project completion.
Review all schedules, reports, and orders prepared by consultants, contractors, and agencies to ensure conformance with project completion dates.
Monitor work performance and prepare management reports highlighting significant issues.
Resolve problems that arise in meeting schedules and costs.
Meet with City agencies, contractors, and citizen groups.
Advise client agencies by making recommendations in formulating project needs, options, and consequences, ensuring that functional requirements are fully articulated and that proposed projects meet those requirements.
Assist client agencies in developing project scopes, drawing upon the Agency’s technical resources to develop conceptual schedules.
Oversee the consultant selection and contracting process and manage these contracts, or retain in-house design and construction management staff with the client agency.
Conduct a post–substantial completion performance evaluation of the project.
