Raytheon is looking for a Scaled Product Owner (SPO) for the Arbitrary Agile Release Train (ART). This role is responsible for the execution of a subset of Systems Engineering, Software, and Integration and Test scope for the AN/TPY-2 Programs. The Arbitrary ART is responsible for the design, development, integration and test of Electronic Protection capabilities and advanced signal processing applications associated with Arbitrary Waveforms. These activities span software, firmware and hardware interactions. The SPO is responsible for the management and coordination of the technical execution, cost and schedule for multiple teams covering Systems Engineering, Software Engineering and Electrical Engineering for the applicable scope across multiple geographic locations, reporting to the Chief Product Owner. This includes task planning to create milestones and schedules, tracking earned value and managing competing priorities. The successful candidate will be expected to build the team’s abilities and be able to work with both internal and external customers. They will also be expected to participate in proposal efforts in support of new business and have knowledge of financial status and planning for the team. They will also work together with the Release Train Engineer (RTE) responsible for impediment removal, continuous improvement, metric roll-up, and JIRA validation.

Requirements

  • Typically requires a Bachelor’s degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 10 years of prior relevant experience unless prohibited by local laws/regulations.
  • Experience as an agile product owner or equivalent team lead.
  • Experience with software, systems and/or integration & test.
  • Experience with agile methodologies and the SAFe (Scaled Agile Framework) and/or Scrum at Scale framework.
  • Active and transferable U.S. government issued Secret security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Nice To Haves

  • Experience as Chief/Scaled Product Owner or similar role in an agile, SAFe and/or Scrum at Scale environment.
  • Experience on XBR, AN/TPY-2, COBRA DANE, QEWR, UEWR, SRP or radar data processing domain knowledge.
  • Experience with agile management and engineering tools (Jira, Confluence, Microsoft Azure, Jenkins, Coverity, etc.).
  • Experience with Software Development, Software Leadership and/or Software Architecture on complex, large scale systems or a related industry certification.
  • SAFe Product Owner certification or related industry certification.
  • RTX Earned Value Certification or related industry certification.
  • Experience with Software Development in a DoD environment.
  • Ability to make data-driven decisions in a fast-paced, dynamic environment with time-critical requirements and competing priorities.
  • Experience with cost estimation and developing government technical proposals.
  • Proven ability to interface with customers and lead technical solutions with complex user requirements.
  • Excellent communication, technical writing, oral presentation, and interpersonal skills.

Responsibilities

  • Act as the primary point of contact for the product, responsible for defining, prioritizing, and maintaining the product backlog, using it to coordinate work through the Product Owners (POs) for the ART Agile teams.
  • Ensure on-time, high-quality delivery of team products and services and escalate concerns as appropriate to the Chief Product Owner (CPO).
  • Prioritize features and user stories based on customer feedback and technical feasibility, work with the POs to ensure the teams understand the ART goals and work on high-priority items.
  • Elicit and document product requirements, user stories, and acceptance criteria to provide a clear understanding for agile teams.
  • Collaborate with stakeholders, customers, and development teams, to ensure everyone is aligned with the product vision.
  • Work with SubIPTs (Integrated Product Teams), CE (Chief Engineer), and CPO to create and maintain a product roadmap that outlines the delivery schedule and milestones along with future development paths.
  • Define deployment needs, schedules and installation plans with customers.
  • Develop plans and estimates, task execution, project tracking, reporting and risk identification and mitigation plans.
