About The Position

The SBA 7(a) Program Manager is a mid-to-senior level role responsible for the overall management, oversight, and compliance of WebBank’s SBA 7(a) lending program. The incumbent serves as the primary liaison with the U.S. Small Business Administration (SBA), oversees the relationship with the Bank’s Lender Service Provider (LSP), and ensures that the program operates in accordance with all regulatory and Bank policy requirements.

Requirements

  • Bachelor’s degree in Business, Finance, Economics, or a related field.
  • Minimum of 5 years of direct experience in SBA lending, with specific experience in SBA 7(a) programs conducing credit analysis, loan approval up to $5.00 million, and loan operations from determining eligibility through to liquidations processes.
  • Demonstrated knowledge of SBA SOPs, eligibility, documentation, and servicing requirements.
  • Strong understanding of bank partnership and “banking-as-a-service” or similar third‑party origination models.
  • Experience managing or working closely with third‑party vendors, ideally including Lender Service Providers.
  • Proven ability to operate at an officer level (Assistant Vice President or Vice President), including cross‑functional influence and executive‑level communication.
  • Strong analytical, organizational, and problem‑solving skills; attention to detail and control focus.
  • Excellent written and verbal communication skills; ability to interact effectively with internal partners, external vendors, and regulators.

Nice To Haves

  • Master’s degree in business related field
  • Prior experience within a regulated depository institution or specialty bank.
  • Direct experience interfacing with SBA officials, including participation in SBA reviews or delegated authority programs.
  • Experience in fintech–bank partnership environments or embedded lending programs.
  • Prior formal officer title at the AVP/VP level (or equivalent) in a financial institution.

Responsibilities

  • Serve as the primary point of contact with the SBA for all SBA 7(a) program matters, including communications, reporting (1502, etc.), approvals, and regulatory inquiries.
  • Oversee the end-to-end SBA 7(a) loan program lifecycle (e.g., origination oversight, underwriting alignment, closing, servicing coordination, and ongoing portfolio monitoring) at a program level rather than a transaction-by-transaction level.
  • Own the approval process of all loans and servicing actions taken throughout the life of each loan in the Bank’s SBA portfolio.
  • Manage the relationship with the Lender Service Provider (LSP), including performance monitoring, adherence to service level agreements (SLAs), issue escalation, and remediation.
  • Collaborate closely with the LSP and Loan Packagers to conduct secondary market sales of the guaranteed portion of the 7(a) loans.
  • Coordinate with internal stakeholders (Compliance, Risk, Legal, Finance, Operations, Vendor Management) to ensure program alignment with regulatory expectations, risk appetite, and bank policies.
  • Develop, implement, and maintain SBA program policies, procedures, and internal controls in line with SBA SOPs, regulatory requirements, and bank standards.
  • Monitor program performance, including volume, credit quality, operational metrics, and vendor performance; prepare and deliver regular reporting to senior management and the board of directors (when necessary).
  • Identify, assess, and escalate program risks; drive corrective actions and continuous improvement initiatives.
  • Serve as the primary point of contact for all internal and external audits, SBA reviews, and regulatory examinations related to the SBA 7(a) program.
  • Stay current on SBA regulatory changes, SOP updates, and industry best practices; update program practices accordingly.
  • Other duties as assigned by Bank leadership to operate an effective SBA Lending program.
