About The Position

Reporting to the Urban Integrated Services Director, the Sawēyihtotān Transitional and Supportive Housing Manager will provide leadership and effective coordination, collaboration, and operation of the Sawēyihtotān Transitional and Supportive Housing Services. The Sawēyihtotān Transitional and Supportive Housing Manager will provide an integral role in contributing to the execution of the strategic direction and overall day-to-day management of the Sawēyihtotān Transitional and Supportive Housing programs and services. The position will guide and direct the Sawēyihtotān Housing supervisors in program planning/scheduling of support workers, peacekeepers, custodial, and cooks. The Sawēyihtotān Transitional and Supportive Housing Manager will ensure a working environment that is safe, fair, and consistent for all Sawēyihtotān Transitional and Supportive Housing staff. The Sawēyihtotān Transitional and Supportive Housing Manager will ensure that all housing services meet regulations regarding health, safety, and capacity requirements. This is a full-time term position until March 31, 2027.

Requirements

  • A completed bachelor's degree in social work and/or related Human Services field; AND
  • Transitional and Supportive Housing experience with three (3) to (5) years of leadership and management experience in managing teams and coordinating social programs; OR
  • A comparable combination of education, training, and experience will be considered.
  • Experience working with the following issues required: mental health, substance abuse, low income, homeless population, and/or physical disabilities.
  • Demonstrated experience managing staff; providing mentorship, coaching, and performance feedback with the ability to motivate others in a collaborative team environment.
  • Experience monitoring operational budgets;
  • Knowledge and familiarity with the homelessness, especially chronic homelessness;
  • Knowledge of First Nations culture and legacy impacts of residential schools, colonization, cultural compromises, and impacts on cultural identity;
  • Knowledge of economic poverty impacts and also knowledge of income support services;
  • Knowledge of health care, mental health care, and addiction services;
  • Knowledge of harm reduction and trauma-informed care;
  • Knowledge of, or experience in applying crisis intervention and de-escalation techniques;
  • Ability to manage, direct and lead staff to the achievement of goals and priorities.
  • Good written and oral communication skills for reporting.
  • Analytical, decision-making and the ability to recognize challenges, identify causes and provide solutions.

  • Must possess a valid Saskatchewan driver’s license, a reliable vehicle, and meet STC’s insurance requirements;

  • Must be flexible/able to do Shift Work and be available for rotational on-call duties (facility open 24 hours a day).

  • Knowledge of the political, social, and economic objectives of the Saskatoon Tribal Council and the Dakota, Cree, and Saulteaux cultures will be considered an asset.

Responsibilities

  • Support the Director in formulating the vision, setting out the strategic priorities, and developing the strategic plans for the Sawēyihtotān Transitional and Supportive Housing programs and services; implement the strategic directions developed;
  • Oversee the maintenance and administrative responsibilities related to the day-to-day operation of the Transitional and Supportive Housing services which includes Kotawān Supportive Housing and Sawēyihtotān Transitional Housing;
  • Determine appropriate staffing requirements for programs and services and work with supervisors to ensure staff schedules, meal planning, transportation schedules, inventory, shopping, cleaning, and maintenance are running smooth and efficiently;
  • Work within the confines of the Sawēyihtotān Transitional and Supportive Housing program and services budget, quarterly forecasts, and implements the appropriate expenditures controls to manage costs by providing recommendations to persons of authority regarding expenses, purchases, and resourcing costs before purchase or agreement to services; reviewing and monitoring costs; continuously seeking new ways to optimize expenses and labour costs;
  • Collaborate with the Sawēyihtotān Transitional and Supportive Housing Supervisors in assessing the short term and long-term needs of the relatives;
  • Work with housing supervisors to help compose, collect and submit daily data for statistical collection required for reporting;
  • Ensure that effective intake assessments for shelter and housing referrals are undertaken including screening relatives to assess the appropriateness and fit for wellness services in addition to ensure proper transition to sustainable housing.;
  • Develops strong teams to carry out the Sawēyihtotān Transitional and Supportive Housing strategies by helping to recruit, select, train, and orient new employees as required;
  • Provide coaching and mentoring; communicating performance and expectations ensuring applicable policies, procedures and best practices are adhered to;
  • Delegate and monitor work of team members; establishing performance goals; evaluating employee performance to ensure goals are met and providing timely feedback, assessment of work performance and discipline if required;
  • Create and follow up with employees work and developmental plans; ensuring succession plans for self and employees to deliver program services, strategies, and objectives; leading the development and implementation of processes and best practices within the scope of the program;
  • Oversees interaction with relatives regarding complaints and violations;
  • Maintain, develop and enforce standard operating procedures;
  • Ensure Sawēyihtotān Transitional and Supportive Housing staff are following the applicable reporting protocols required by legislation and/or policy;
  • Develops, maintains, and oversees a process for donations;
  • Ensures all housing staff are following the security and confidential standards of relative information;
  • Establish good work relationships and collaborative arrangements across sectors, community groups, agencies, research institutions, funders, politicians and government, and other non-profit organizations to build effective partnerships to help achieve the goals and overall objectives of the Saskatoon Tribal Council’s Sawēyihtotān Transitional and Supportive Program;
  • Establish effective measurement systems to assess the impact and value of supports and services as well as maintain the critical measurement data needed to report back to stakeholders. Prepare and present update reports as required;
  • Communicate with stakeholders alongside Director to keep them informed of the work at Sawēyihtotān Transitional and Supportive Housing services, and helps to ensure all necessary reporting is complete;
  • Maintain relevant training requirements as specified in this role and be open to any additional workshops or personal development that will enhance the service delivery of STC programs;
  • Perform other related duties as defined and assigned by the reporting line authority or designate on an as-required basis.
