About The Position

Harvard Pilgrim Health Care Institute is currently seeking a highly motivated individual to join our organization as SAS Programmer, who will work collaboratively with investigators, statisticians, and senior programmers. The SAS Programmer will work within the Division of Health Policy and Insurance Research (HPI) within the Department of Population Medicine (DPM). The SAS Programmer will perform a variety of activities to support the project team, including assisting with data cleaning, database development, dataset creation, software programming, data management, statistical analysis, and results reporting for internal and external research projects. The individual will primarily work with large health insurance claims data (e.g., CMS Medicaid claims data, All Payer Claims Data) under the direction of a senior programmer and project manager. The SAS programmer will work across a multi-project research portfolio examining effects of health policies on health outcomes, including work focused on maternal health, child health, and mental health. Their work will be done in collaboration with the larger research team, which includes health services researchers, biostatisticians, clinicians, economists, and epidemiologists. The Department of Population Medicine (DPM) is a research and teaching collaboration between Harvard Medical School (HMS) and Harvard Pilgrim Health Care. Our mission is to improve health care delivery and population health through research and education, in partnership with health plans, delivery systems, and public health agencies. As the nation’s first medical school appointing department based in a health plan, we are strategically positioned to improve population health and health care delivery locally, nationally, and internationally. DPM is home to five divisions and six Centers of Excellence, which facilitate collaborations across divisions. Researchers in DPM work closely with other Harvard faculty at HMS, at the Harvard T.H. Chan School of Public Health, and across the University, as well as many health systems, hospitals, and community partners. The Division of Health Policy and Insurance Research (HPI) is one of five divisions within DPM. Our researchers study state and federal policies, payment and insurance reforms, care delivery models, and digital health innovations – with a focus on both commercial (employer sponsored insurance, Marketplace) and public (Medicaid, Medicare) populations and payers – in core areas of: pharmaceutical policy and systems, maternal and child health, mental health and substance use, chronic disease, cancer, and health care workforce. We do so using quasi-experimental and other health services research methods, with large administrative data sources (claims data, EHR data, survey data), with an overarching focus on access, quality, affordability, and equity of care for marginalized populations. We work in close collaboration with local, national, and international partners.

Requirements

  • Bachelor’s Degree (BA, BS)
  • At least 2 years of full-time work as a programmer or equivalent SAS programming experience, including macro programming and PROC SQL
  • Experience transforming and analyzing large administrative health care data, including claims data (such as CMS Medicaid or Medicare claims, all-payer claims databases, commercial claims)
  • Experience with epidemiologic and biostatistics principles and methods
  • Ability to prioritize work, operate under tight deadlines, and meet deadlines
  • Proficiency with software packages, including Microsoft Office suite (e.g., Excel)
  • Excellent organizational skills, accuracy, and attention to detail.
  • Resilient, collaborative, flexible, and independent

Nice To Haves

  • Master's Degree in Public Health, Epidemiology, Biostatistics, Statistics, or another health-related field
  • Programming experience in at least one other programming language (e.g., Stata, R)
  • Knowledge of health care systems, health care delivery, or health policy
  • Experience with, and understanding of, claims-related elements such as ICD diagnosis codes and procedure codes
  • Experience conducting regression analyses

Responsibilities

  • Use SAS software to clean, quality check, and troubleshoot health insurance claims data
  • Design, develop, test, execute, and maintain SAS programs to create cohorts and generate variables
  • Create and maintain analytic datasets using raw data files, including complex data linkages, merging, and transformation workflows
  • Generate descriptive data and conduct statistical analyses, in close consultation with investigators, statisticians, and senior programmers
  • Use Excel or other programs to display user-friendly results in graphical or numerical form
  • Utilize knowledge of analytic and statistical concepts, techniques, and methods in daily work
  • Participate in project meetings, both via telephone and in-person
  • Contribute to the development of manuscripts and reports
