About The Position

The State Controller serves as an independent resource to protect the financial integrity of the State and to promote accountability in an objective and efficient manner through its accounting, disbursing, payroll, internal controls, data management, eCommerce, and financial reporting systems that serve state agencies, employees, and the public. The foundational principles of the office are Integrity/Ethics, Objectivity, and Accountability. OSC’s overall goals are to optimize operational execution, manage risk effectively and efficiently, and foster a high-performance culture. OSC will provide excellent customer service while achieving those goals. This is technical and analytical work requiring extensive knowledge to design, develop, and/or support the business logic within the enterprise SAP Integrated HR-Payroll system. This position focuses heavily on Time Management configuration and processes. This position is responsible for ensuring that the Time Management configuration adheres to the state’s business requirements and policies and that highly complex issues which often impact employee pay are addressed in a timely manner. New functionality added or corrections to existing configuration require deep analytical work and the ability to understand and make modifications to the complex branches of logic within the configuration using proprietary SAP functions and language commands. This position focuses heavily on testing the configuration and processing logic before changes are implemented in a production environment. This position manages projects related to the Time Management area, often coordinating work efforts of other functional analysts, developers and security analysts to ensure timely and successful project completion. This position also analyzes and suggests solutions for integration with other modules including FI/CO, Personnel Administration, Organizational Management, Benefits, Payroll, Employee Self Service, Manager Self Service and Fiori/Mobile.

Requirements

  • Substantial knowledge of SAP Time Management and Payroll operations and the integration between the SAP modules and interfaces to external systems
  • Considerable knowledge of the State human resources, FLSA regulations, and payroll business processes and procedures
  • Demonstrated skills in gathering and documenting business requirements for system enhancements, performing fit/gap analysis, and writing functional specifications based on requirements
  • Strong ability to configure complex time processing rules using SAP-specific programming skills
  • Strong analytical and troubleshooting skills
  • Ability to analyze large data sets using query tools and spreadsheet applications
  • Demonstrated ability to follow the Systems Development Life Cycle (SDLC)
  • Ability to create and execute comprehensive test plans

  • Bachelor's degree in business administration, human resources, computer science, or any related field from an appropriately accredited institution, and four years of experience in business or HR consultation, process improvement or requirement gathering in an information technology or HRIS environment; or an equivalent combination of education and experience.

Responsibilities

  • Analyze requirements to support moderate to high complexity changes, including state or federal policies/laws that affect Integrated HR-Payroll system processing.
  • Assess user needs through discussions with agency stakeholders, BEST Shared Services Center, and other functional analysts.
  • Investigate issues to determine if corrections are needed.
  • Examine current functionality and perform gap analysis to determine whether the requirements can be met with existing set-up and system capabilities, or whether additional configuration and enhanced capabilities are required.
  • Design solutions for moderate to high complexity issues brought forward by business owners.
  • Determine whether solutions can be provided by configuration alone, or whether custom program(s) need to be developed.
  • Consult with business owners, including an analysis of the pros and cons of various solutions and recommendations as to which solution best meets business needs.
  • Develop and implement project plans for designed solutions.
  • Independently manage projects with thorough knowledge of state government timelines and approval processes.
  • Make recommendations to management for approval/disapproval.
  • Make assignments as required to affected teams (BI, Development, Security, Basis).
  • Develop detailed functional specifications for custom programs, interfaces, forms, reports and Employee Self Service/ Manager Self Service functionality, outlining business requirements and specifying technical details.
  • Work closely with developers to fully define requirements, test and implement solutions, and document changes.
  • Communicate change/enhancement process steps.
  • Configure the SAP system to implement approved moderate to highly complex solutions while following the established change control processes.
  • Perform configuration to support North Carolina business processes, laws and policies, as well as enhancements and defect repair to the existing implementation.
  • Ensure all configuration changes are properly documented and communicated to impacted areas.
  • Test functionality to ensure it is working as designed.
  • Develop thorough test plans and execute the test plans, leading and directing testing efforts of other analysts as needed.
  • Participate in the development and testing of security structures.
  • Work with other teams to ensure integration between system and business processes.
  • Test the software on any system patching activities, hardware refresh activities, major release projects, etc.
  • Utilize 3rd party software to execute payroll or time quota comparison tests when required, and to migrate test data into the Development environment.
  • Facilitate user acceptance testing with BEST Shared Services Center.
  • Provide support to BEST Shared Services Center, as needed, to ensure that processes run successfully, errors are resolved, interfaces are executed, and configuration issues are identified.
  • Answer questions and resolve issues submitted via the BEST Shared Services Center and escalated to Functional Production Support.
  • Serve as a technical resource and perform advanced troubleshooting to determine the root cause and solution for complex issues.
  • Work closely with the BEST Shared Services Center managers to discuss issues and prioritize projects.
  • Provide support by developing Business Process Procedure documentation, Job Aides, other documentation, and providing input into the training performance measures and deliverables (e.g., training curriculum, instructional materials, performance support mechanisms, etc.), and reviewing instructional materials for functional accuracy.
  • Independently manage Time Management projects from initiation to implementation, including but not limited to identifying scope, establishing timelines, aligning resources, stakeholder engagement, gathering requirements, solution design, alternative evaluation, implementation, testing and support.
  • Work closely with BEST Shared Services Center and agency representatives when introducing enhancements or changes into the production system.
  • Responsible for knowledge transfer among the other functional areas and provides targeted Time Management training for junior analysts.
