About The Position

The HSE Manager I is a mid-level professional safety position. It is a field-based position and leads the implementation or Project Safety Plans, and oversight of health, safety, and environmental (HSE) practices. Responsibilities include plan development and implementation, hazard identification, incident investigation, safety training, and ensuring compliance with company and regulatory standards. The position also involves mentoring junior team members and collaborating with field leadership, subcontractors, and customers to maintain a safe and productive work environment. May act as a team lead for Non-Exempt safety employees.

  • Minimum of 5 years of dedicated construction safety management experience, with at least 3 years directly embedded in an electrical contracting or utility construction environment.
  • Must hold an active OSHA 500 or 501 Authorized Trainer designation (allowing you to issue OSHA 10/30 cards).
  • Bachelor’s degree in occupational health and safety, Construction Management, or a related technical field.
  • Ability to spend 80% of working time on active construction sites.
  • Strong public speaking and audience management skills—comfortable instructing both large groups in a training center and small crews on a rainy job site.

Nice To Haves

  • Certified Safety Professional (CSP), Certified Safety Manager (CSM), Construction Health and Safety Technician (CHST), CIT or specialized Electrical Safety Compliance Professional (CESCP) credential.
  • Equivalent field experience as a Licensed Journeyman Wireman with safety credentials will be strongly considered.
  • Bilingual capability (English/Spanish) is highly valued and given immediate preference.

Responsibilities

  • Identify, document, and recommend corrective actions for hazardous conditions; ensure timely resolution.
  • Participate in pre-construction meetings and development of site-specific safety plans.
  • Deliver safety training based on program and personnel needs.
  • Lead injury and incident investigations; conduct analysis and share lessons learned.
  • Support pre-task planning and job site safety meetings.
  • Collaborate with subcontractors to ensure understanding and compliance with safety standards.
  • Coordinate with field leadership to identify training needs and high-risk activities.
  • Ensure compliance with LOTO procedures and first-time energization protocols.
  • Review Step-by-Steps and Method of Procedures (MOPs).
  • Issue and monitor permits as required.
  • Interpret project one-line diagrams.
  • Apply NFPA 70E guidelines, including PPE and approach distances.
  • Maintain advanced knowledge of company HSE standards, programs, and goals.
  • Promote a safe and productive environment by reinforcing and demonstrating HSE standards across projects.
  • Lead and mentor junior safety team members.
  • Compile and analyze safety data; prepare reports in compliance with regulations.
  • Assist with emergency planning as needed.
  • Facilitate all levels of training for the workforce, supervisors, management staff, clients, etc.
  • Author, update, and actively facilitate targeted safety training modules. This includes courses on NFPA 70E standards, Lockout/Tagout (LOTO), Arc Flash boundaries, energized electrical work permits, equipment use, competent person, and personal protective equipment (PPE) selection.
  • Translate complex OSHA and National Electrical Code (NEC) rules into practical, punchy daily or weekly safety briefings. Deliver these directly to crews on active job sites to reinforce a safe work culture.
  • Spearhead the safety integration program for all incoming field staff, subcontractors, and apprentice electrical workers, validating their core competencies before they step onto an active deck.
  • Evaluate field practices against trained protocols. Turn common site mistakes or near-misses into immediate, real-world "lessons learned" training modules.
  • Maintain immaculate training logs and compliance records using the established Learning Management System.
  • Proactively schedule refresher certifications before expiration dates.
  • Evaluate effectiveness of safety training programs through feedback and metrics, recommending changes to programs and curriculum as required.
