About The Position

The incumbent is required to work closely with Transmission Construction Management (TCM), other Oncor departments, and our contractor’s safety departments to develop and implement safety programs that aim to prevent accidents and injuries through education, engagement, and training. The responsibilities include but are not limited to being well-versed in state and federal safety regulations and industry best practices, conducting site observations, and developing and delivering employee training programs. This role requires a strong field presence, effective communication skills, and the ability to build positive working relationships while reinforcing safety expectations.

Requirements

  • High School Diploma, GED, or equivalent is required.
  • Minimum of 3 years of experience in transmission, substation construction/maintenance is required.
  • Demonstrated knowledge of electrical utility work practices and associated hazards.
  • Public speaking is required, and improvement in this area is expected over time.
  • Proficiency in Office Suite and Excel, as well as strong computer skills.
  • Strong written and verbal communication skills are required, including the ability to produce clear, complete, and professional documentation.
  • Demonstrated ability to build relationships and influence safe work practices through professionalism and effective communication.

Responsibilities

  • Conduct safety observations to ensure that TCM Oncor employees and construction contractors comply with the Oncor Transmission Safety Handbook, Contractor Safety Handbook, state and federal regulations, and industry best practices, while providing constructive feedback in the field.
  • Investigate accidents, incidents, and near misses, and work with the contract safety team and TCM reps to determine root causes and identify practical corrective actions.
  • Act as a resource person in TCM for internal, external and contract employees, responding accurately to safety policy, procedure questions, and promoting a solutions-oriented approach.
  • Maintain a current working knowledge of safety issues and concerns within the industry to anticipate potential problems and recommend improvements.
  • Work collaboratively with Corporate Safety and TCM leadership, to support shared safety objectives and maintain accurate records of incidents and injuries within TCM and contractor workforces for reporting and tracking purposes.
  • Maintain a strong working knowledge of applicable safety standards and regulations, including Occupation Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), Institute of Electrical and Electronic Engineers (IEEE), National Electrical Safety Code (NESC), and other relevant federal and state requirements, and apply that knowledge to support safe work practices.
  • Ensure that all employees receive OSHA-mandated safety training related to their job responsibilities.
  • Coordinate wellness and health fairs for TCM.
  • Develop and maintain safety literature, materials, and videos for safety meetings and assist in presenting them as required.
  • Communicate with safety professionals at other utilities throughout Texas and the U.S. to ensure our company provides current training and safety programs to our employees.
  • Select, evaluate, and purchase approved safety equipment, supplies, and provide instruction in the use, inspection, and maintenance of related equipment.
  • Lead TCM safety committees in developing and implementing meaningful activities and action plans to address safety incidents and promote a strong safety culture.
  • Review the safety qualifications of new contractors.
  • Perform all essential aspects and functions of the job and any other specific job requirements.
