About The Position

The City of High Point is seeking a dedicated and knowledgeable Safety Officer to join our team. Reporting to the Risk Manager, this role plays a key part in advancing the City’s enterprise risk management initiatives and strengthening a culture of safety and compliance across all departments. The Safety Officer is instrumental in protecting our workforce, promoting workplace wellness, and proactively identifying and mitigating risk. This position is responsible for developing, implementing, and managing comprehensive safety programs that align with OSHA standards and City policies, ensuring a safe and compliant work environment for all employees.

Requirements

  • Bachelor’s degree and a minimum of three (3) years of experience in safety or risk management.
  • Valid driver’s license from North Carolina or another state, with the ability to obtain a North Carolina driver’s license within 30 days of hire.
  • Demonstrated ability to design and deliver effective training programs and presentations.
  • Strong knowledge of OSHA regulations, workplace safety standards, and risk management principles.
  • Excellent communication, organizational, and analytical skills.
  • Strong investigative skills, with the ability to analyze and interpret data trends, enforce policies, conduct Job Hazard Analyses (JHA), and apply a solid mechanical aptitude.
  • OSHA certification or the ability to obtain a 30-hour OSHA certification within the first six (6) months of employment.

Nice To Haves

  • Bachelor’s degree in risk management and insurance, or a master’s degree in a related field.
  • Professional designations such as Associate in Risk Management (ARM), Certified Insurance Counselor (CIC), Certified Risk Manager (CRM), Certified Safety Professional (CSP), or other related credentials.
  • Considerable knowledge of, and the ability to interpret, applicable federal and state workplace insurance regulations and OSHA standards.
  • Strong ability to communicate ideas effectively both orally and in writing, including presenting policies and training programs to diverse audiences.
  • Demonstrated ability to recommend, develop, and implement goals, policies, and procedures, and to deliver safety training that supports an effective safety program.
  • Proficiency in Microsoft Excel.
  • Thorough knowledge of standard office practices and procedures.
  • Ability to develop and maintain spreadsheets, PowerPoint presentations, safety policies, newsletters, and related materials.
  • Sound judgment in organizing work, establishing priorities, and managing assigned responsibilities.
  • Ability to interact effectively, tactfully, and courteously with all levels of management, employees, and the public.
  • Defensive Driving certification preferred.
  • Experience within the public sector or public entity environment preferred.

Responsibilities

  • Design, schedule, and facilitate engaging safety training sessions and workshops on OSHA regulations and other safety-related topics for employees at all levels.
  • Develop and deliver customized safety presentations tailored to the needs of diverse departments and job functions.
  • Ensure compliance with OSHA standards and regulations by maintaining current knowledge of applicable requirements and best practices.
  • Conduct regular site safety audits and inspections to identify hazards, assess risks, document compliance, and recommend corrective actions.
  • Oversee the annual facility inspection process, ensuring all identified abatements are completed and properly documented.
  • Prepare and submit required OSHA documentation, reports, and incident logs in a timely and accurate manner.
  • Develop, implement, and enforce safety policies and procedures aligned with legal and organizational standards.
  • Investigate and refer general liability, property, and workers’ compensation claims to the City’s Third-Party Administrator or insurer.
  • Coordinate and lead scheduled fire drills to ensure preparedness and compliance.
  • Maintain a comprehensive and organized safety recordkeeping system.
  • Review and assist in updating safety education and training curriculum.
  • Lead initiatives that promote a proactive safety culture, ensuring employees are informed, engaged, and accountable.
  • Investigate reports of unsafe working conditions and potential OSHA violations; communicate findings and recommendations to appropriate stakeholders.
  • Investigate and review employee injuries/incidents and vehicle or equipment-related incidents to determine root cause and implement preventive measures.
  • Support the motor vehicle accident prevention program by investigating and analyzing accident causes.
  • Assist in coordinating or completing accident reconstruction efforts with third-party vendors, as needed.
  • Compile detailed reports and collaborate with department leaders to strengthen workplace safety practices.
  • Serve as the designated liaison with external regulatory agencies and inspectors regarding safety compliance matters.
  • Partner with Human Resources and department leadership to integrate safety practices into City operations and employee wellness programs.
  • Assist with the City’s ADA compliance program.
  • Perform other duties as assigned.
  • Respond to after-hours calls, as needed.
