About The Position

The Safety Observer will conduct assigned third-party observations related to electrical transmission, distribution, substations, utility construction and maintenance, underground systems, line clearance, storm response, fleet, equipment, lifting, excavation, and related work within the approved scope. This role involves preparing for each visit by reviewing assigned crews, observation purposes, priority drivers, active tasks, previous eSORs, open actions, access requirements, and relevant client expectations. The observer will monitor work as it is performed, including pre-job planning, work sequence, energy sources, worker positioning, equipment, leadership engagement, communication, environmental conditions, and response to change. Engagement with workers, foremen, supervisors, project leaders, safety personnel, contractors, and other designated representatives will be through respectful questions, listening, clarification, coaching, and feedback. A key responsibility is verifying applicable high-energy critical controls through direct observation, appropriate questions, and available evidence, honestly recording uncertainty when a control cannot be confirmed. The role also includes identifying and documenting positive capacity, such as effective planning, reliable controls, leadership actions, teamwork, communication, worker participation, and practices that should be sustained or shared. Critical control vulnerabilities, recurring patterns, system barriers, human performance conditions, and practical improvement opportunities will be identified and documented without solely relying on a checklist or personal preference. The Safety Observer must use the approved safe pause or stop work process and immediately notify field leadership and the Program Manager when an imminent danger, serious exposure, injury, illness, regulatory concern, or conflicting instruction is observed. All observations must be conducted from a safe and authorized position, complying with client access, PPE, security, photography, driving, weather, emergency, and critical infrastructure requirements. Providing clear field feedback before leaving, when practical, is expected, including a validated strength, the most important improvement opportunity, any immediate action, and the expected reporting or follow-up path.
