About The Position

The Safety Manager is responsible for developing written safety plans and procedures for environmental cleaning and infection control, fire prevention and other safety hazards as it relates to the environment of care. The Safety Manager will conduct risk assessments on operations within the health care facility to identify and mitigate risks to employees and patients. This position will also work as a member of the risk management team to develop emergency response plans to a variety of disaster scenarios such as utility failure, winter storms etc. This position requires compliance with Health Center’s compliance standards, including its Standards of Conduct, Compliance Program, and policies and procedures. Such compliance will be an element considered as part of the position’s regular performance evaluation.

Requirements

  • High school diploma or equivalent.
  • One (1) year related experience performing similar duties.
  • Possession or ability to readily obtain a valid driver’s license issued by the State of Alaska with a clean driving record.
  • Must successfully pass a criminal history and background check.
  • Must present vaccination documentation or submit to immunity testing for Tdap, hepatitis B, measles, varicella, and influenza within 3 months of hire.
  • Knowledge of federal, state and local regulations affecting areas of responsibility.
  • Knowledge of occupational health, safety and environmental compliance program management principles.
  • Knowledge of industrial hygiene, environmental and safety engineering, and fire protection.
  • Knowledge of local, state and federal occupational safety and health regulations.
  • Knowledge of job hazard analysis and other analytical techniques.
  • Knowledge of accident prevention principles.
  • Knowledge of safety inspection principles.

Responsibilities

  • Principal authority and responsibility for the development and implementation of an environmental, cleaning and sanitation program for the Yakutat Community Health Center. This will include developing written procedures for cleaning and disinfection and creating daily, weekly and monthly task lists.
  • Provides occupational safety guidance to Health Director, leadership, supervisors, and staff.
  • Immediately intervenes or stops work, operations, projects or acts which may result in injury, impairment, sickness or immediately endanger the life of patients, employees or visitors or threaten damage to equipment or buildings
  • Develop housekeeping handbooks on how to use cleaning equipment and supplies safely (i.e., how to operate commercial floor cleaners and steam vacuums, how to safely use cleaning chemicals etc.) as well as provide face-to-face training and scheduling of housekeeping staff.
  • Serve as a member of the Risk Management Team and will work with other staff members to develop a written safety management program plan to identify and mitigate workplace hazards.
  • Develops and maintains written policy regarding safety related issues including: Management plans for safety, security, hazardous materials, and life safety
  • Develop safety policies and standard operating procedures
  • Identify safety hazards through visual inspections and internal audits and then developing written procedures and monitoring systems to mitigate those hazards.
  • Assess and monitor Environmental Safety Plan (covid-19 infection prevention, hazardous materials storage and SDS inventory, etc.)
  • Manages safety program elements for incident reporting, data review, program evaluation, and communications.
  • Manage safety officer aspects of the IHS WebCident incident reporting system which in includes incident/hazard investigate and resolution, and maintaining OSHA logs
  • Coordinate safety committee meetings and report to safety committees and healthcare Governing Body in-writing and in-person
  • Establish data measures (performance indicators) and conduct data analysis
  • Work with department leaders to correct deficiencies
  • Coordinate emergency preparedness committee meetings
  • Conduct annual program evaluations
  • Conduct assessments to evaluate safety risks including: Lead multidisciplinary hazard surveillance team and conduct required inspections
  • Conduct security vulnerability assessments
  • Conduct job-specific analysis for hazard identification and remediation
  • Conduct Interim Life Safety Measures assessments
  • Conduct disaster preparedness Hazard Vulnerability Analysis
  • Coordinate and conduct training on general safety, life safety and hazardous materials and wastes
  • Provide support for safety related issues including: Manage hazardous materials and wastes
  • Environmental infection control
  • Security management
  • Manage radiation dosimeter badges and basic aspects of radiation safety
  • Prepare for disasters including medical evacuation and mass fatality management and coordinate disaster activities with state and local partners
  • Assess and monitor Fire Safety & Prevention Plan (monthly monitoring, emergency evacuation drills)
  • Assess and monitor Emergency Management Plan (disaster response plan and drills)
  • Must comply with federal laws and regulations as required by the Health Insurance Portability and Accountability Act (HIPAA).
  • Assumes responsibilities of Respiratory Protection Program Administrator.
  • Performs related duties.
