Quanta Government Solutions is seeking a Safety Manager for dedicated support to a multi-project transmission infrastructure program in the Pacific Northwest, supporting the Bonneville Power Administration (BPA). The Safety Manager is responsible for developing, implementing, and enforcing the program-wide safety program to ensure a safe working environment across all QGS project operations. This role ensures compliance with OSHA, BPA safety guidelines, and any site-specific safety requirements, while driving a proactive safety culture throughout the project team. In this position, the Safety Manager will oversee compliance with all contractual safety and health requirements; ensure appropriate safety measures are implemented and followed throughout the duration of the contract; identify and ensure timely and appropriate correction of safety issues related to the work performed; and assign responsibility for a minimum of daily jobsite safety and health inspections during all periods of work activity, including subcontracted work. The Safety Manager will lead safety professionals, conduct hazard assessments, manage incident investigations, and serve as the primary safety interface with clients and regulatory agencies across multiple projects within the program.

Requirements

  • Bachelor’s degree in Occupational Safety, Engineering, Construction Management, or related field. Equivalent experience may be considered in lieu of a degree.
  • OSHA 30-hour certification is required by hire date.
  • Thorough knowledge of OSHA 29 CFR 1926, DOE 10 CFR 851, and applicable federal safety regulations.
  • Documented training including OSH Act/General Duty Clause, 29 CFR 1904 Recordkeeping, subparts C, D, E, and F of OSHA; and ability to maintain certifications for the life of the position.
  • Experience managing safety programs with projects exceeding $50M.
  • Minimum eight (8) years of construction safety management experience, with at least five (5) years on high-voltage transmission or utility projects.
  • Demonstrated ability to lead safety teams and drive safety culture across diverse workforces.

Nice To Haves

  • Experience on DOE or federal construction projects.
  • Preference for experience with the DOE Power Marketing Administrations (PMA), including Bonneville Power Administration.
  • Experience with Integrated Safety Management System (ISMS) programs.
  • CSP (Certified Safety Professional) strongly preferred.
  • OSHA 500/510 Trainer certifications a plus.

Responsibilities

  • Develop, implement, and maintain the program-specific safety procedures in compliance with OSHA, BPA, and specific contractual requirements.
  • Lead and manage safety professionals, including subcontractors, ensuring adequate safety coverage during all construction activities.
  • Support the design team to ensure BPA safety requirements and safety elements of construction standards are incorporated into design.
  • Implement inspection plans, track inspector training and qualifications, track timing and completion of inspections, implement procedures for documentation, implement deficiency-tracking systems, and maintain follow-up procedures within the safety plan.
  • Conduct training, inspections, and incident investigations.
  • Monitor and provide quality assurance of daily job briefings.
  • Track and ensure compliance with site safety inspections, job hazard analyses, and pre-task planning reviews; identify and mitigate hazards proactively.
  • Manage incident investigation, root cause analysis, and corrective action processes; ensure timely reporting per internal and contractual requirements.
  • Structure and support the delivery of safety orientations, toolbox talks, and ongoing training programs to project personnel and subcontractors.
  • Serve as the primary safety liaison with clients, regulatory agencies, and subcontractor safety representatives.
  • Track, analyze, and report safety metrics including TRIR, DART, and near-miss data; present findings and trends to project leadership.
  • Perform other duties as assigned in support of QGS, project, and program management objectives.
