This is a districtwide role intended to serve all Los Angeles Community College District (LACCD) campuses. Assignments will be made based on program needs and project workloads in each region and campus. Candidates should indicate regional preference on the qualifications form. The role involves performing management oversight of construction activity on behalf of the client, reporting on contractor regulatory and contract safety compliance on multiple project sites. The Safety Manager will monitor compliance with all current OSHA requirements related to specific construction projects and perform daily safety reviews of work in progress in accordance with current Safety Regulations and Standard Operating Procedures (SOP) as developed and updated by BuildLACCD. Additionally, the role includes monitoring adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures, and providing support to the Program Safety Manager, including attending meetings and providing safety reports/analysis as requested. The Safety Manager will attend construction meetings with the college project team and general contractor, leading the safety topic (toolbox), reporting on site observations (Observation Report), and reviewing the upcoming construction schedule for hazard preparedness. The position requires performing ongoing construction site safety inspections and generating daily safety reports for all site visits, submitting weekly Project Health Safety and Environmental Observation Reports to the College Project Manager. A key responsibility is the ongoing review, for completion and accuracy, of contractor safety submittals, JHA, MOP, Fall Protection Plans, Crane Lift Plans, Excavation and Scaffold Erecting Plans, Confined Space Entry, and hazard assessment of other high-risk operations. The role also involves reviewing contractor-submitted incident reports, participating in safety stand-downs, and preparing and submitting lessons learned to the Program Safety Manager. Performing and documenting safety orientations with contractor safety representatives and monitoring adherence to zero tolerance and corrective action policies for non-compliant workers are also essential duties. Flexibility in schedule and transportation to work at multiple sites throughout the greater Los Angeles area is required, as is the ability to work in a fast-paced environment, establish daily work priorities, and perform oversight at multiple active construction projects. Good written and oral communication skills are necessary.
