About The Position

Flare Construction is hiring an HSE Manager to lead the health, safety, and environmental program across our Civil and Gas division field operations. This is a hands-on leadership role for an experienced safety professional who is equally comfortable in the office building policy as in the field reinforcing culture, working side by side with Operations to make safety a shared priority rather than an outside directive. You will manage a team of safety professionals, own regulatory compliance and incident investigations across OSHA, DOT, and PHMSA programs, and report directly to the Director of Fleet and Safety for support and budget approval. This role also comes with a defined path toward full director-level ownership as you grow with the company.

Requirements

  • 7+ years of experience in construction safety, with knowledge of civil and oil and gas pipeline environments
  • 3+ years of supervisory experience in a safety-related role
  • Working knowledge of OSHA 1926, DOT Part 192/195, and PHMSA regulations
  • Experience administering DOT and non-DOT drug and alcohol programs
  • Demonstrated experience owning incident investigations and compliance programs independently
  • OSHA 30-Hour Construction and First Aid/CPR/AED certification required
  • Valid driver's license and clean driving record required

Nice To Haves

  • CSP, CHST, or GSP designation is a plus, not required

Responsibilities

  • Lead the day-to-day HSE program across Civil and Gas division project sites, ensuring consistent implementation of Flare and Quanta Services safety standards
  • Supervise Field Safety Representatives and the Health & Safety Coordinator; provide direction, feedback, and development support
  • Own complete programmatic oversight of regulatory compliance across OSHA 1926, DOT Part 192/195, and PHMSA programs, including safety policy and JSA/EMS documentation; coordinate with the OQ Manager and Fleet on related documentation
  • Oversee the company's DOT and non-DOT drug and alcohol program, including testing coordination and record maintenance
  • Manage the safety training program, including new hire orientation and ongoing technical training
  • Conduct regular job site visits to evaluate performance, identify hazards, and reinforce compliance
  • Own incident investigations from start to finish; determine root cause, develop and implement corrective action plans, and report outcomes to the Director of Fleet and Safety
  • Prepare training budget recommendations for the Director's approval; track expenditure and report variances
  • Build trust and working relationships with Operations leadership and field supervisors so safety requirements are implemented as a shared priority, not an outside directive
