About The Position

WSP is seeking a highly qualified Safety Inspector to support the Metropolitan Transportation Authority’s (MTA) Small Business Mentoring Program (SBMP) in New York, NY. This program operates under the umbrella of the MTA’s Small Business Development Program (SBDP), which is dedicated to advancing the capabilities of emerging and experienced construction contractors through a combination of classroom instruction, hands-on training, and technical guidance in prime contracts with MTA agencies. The SBMP specifically supports New York State-certified Minority and Women Business Enterprises (MWBEs), Service-Disabled Veteran-Owned Businesses (SDVOBs), and small businesses, providing them with opportunities to participate in and complete MTA construction projects. The Safety Manager provides oversight, monitoring, and mentoring of contractor safety performance across SBMP projects. The role ensures compliance with MTA, OSHA, and contractual safety requirements through inspections, reporting, and contractor coaching. This role is based in the field and involves reporting to various MTA construction sites across MTA agencies, including New York City Transit, Long Island Rail Road, Metro-North Railroad, and Bridges & Tunnels. The Safety Manager will become part of WSP USA’s Project Management and Construction Management (PMCM) Team, a leading global consulting firm specializing in transportation and infrastructure projects. This position reports directly to the SBMP Program Manager and Assistant Project Director.

Requirements

  • High School Diploma.
  • 10+ years of safety oversight experience in construction, preferably transit or infrastructure related.
  • OSHA 30 certification required, additional certifications (e.g., CHST, CSP) preferred.
  • Knowledge of MTA and NYS/NYC construction safety regulations.
  • Strong field mentoring, coaching, and documentation skills.

Nice To Haves

  • Track Safety Training (TSS) preferred for agency access.
  • Bachelor’s Degree in closely related discipline is preferred.

Responsibilities

  • Review contractor health and safety plans (HASPs) and provide recommendations.
  • Conduct jobsite safety inspections and document observations, deficiencies, and risks.
  • Identify non-compliance and recommend corrective actions with timelines.
  • Maintain daily reporting, safety logs, inspection reports, and documentation.
  • Participate in incident reviews and support Root Cause Analysis (RCA).
  • Perform daily and spot inspections of SBMP construction sites across agencies.
  • Lead weekly safety audits and coordinate feedback with General Superintendent.
  • Assist contractors with preparation of JHAs, safety data sheets, and required logs.
  • Monitor compliance with MPT, fall protection, confined space, and PPE standards.
  • Train and coach contractor field staff on OSHA and MTA safety expectations.
  • Log observations in daily reports and follow up on outstanding issues.
  • Contribute to safety section of monthly program reports and dashboards.
  • Ensure CSR presence before work begins.
  • Provide hands-on mentoring to contractors.
  • Guide preparation of safety documentation and compliance measures.
  • Conduct Just-In-Time (JIT) safety coaching.
  • Support safety stand-downs.
  • Maintain clear separation of roles (MCM advisory, Contractor execution, BU Safety enforcement).
  • Coordinate with PCEO/PM, General Superintendent, BU Safety, and OCIP.
  • Ensure adherence to MTA, OSHA, and contract requirements.
  • Verify OCIP enrollment and permits.
