The Harris County Flood Control District is seeking motivated individuals to serve as Safety Inspectors and support the Harris County Worksite Safety Policy. As a Safety Inspector, you will play a vital role in promoting and enforcing safe practices across a diverse range of construction and maintenance projects. Using our universal site inspection checklist and established procedures, you will help identify hazards, document deficiencies, communicate corrective actions, and verify compliance. Your work ensures that OSHA standards, County policies, construction safety requirements, and departmental protocols are consistently upheld in the field. The Harris County Flood Control District’s (District’s) core mission is to mitigate the risk of flooding in Harris County, which has a population of over 5 million and includes the City of Houston, the fourth-largest city in the United States. The District’s responsibilities extend to approximately 1,500 channels spanning nearly 2,500 miles, over 60 regional stormwater detention basins covering more than 10,000 acres, and several wetlands mitigation banks.

Requirements

  • Associate degree in Occupational Safety, Construction Management, Engineering Technology, or related field from an accredited institution.
  • A minimum of two (2) years of construction safety or general safety experience, including field inspection, OSHA compliance monitoring, and incident investigation.
  • Experience related to the civil engineering or general industry field.
  • Valid Class "C" Texas Driver’s License.
  • OSHA 30-Hour Construction Safety certification.
  • Self-starter with exceptional attention to detail, organizational, time management, and decision-making skills.
  • Ability to learn newly implemented software with proficiency and adapt to procedure changes with ease.
  • Ability to operate and/or utilize a variety of standard business and office machines and equipment.
  • Ability to establish and maintain effective working relationships with a diverse group of individuals.
  • Ability to handle highly sensitive and confidential information at all times.
  • Effectively prioritize, identify, and solve problems.
  • Work well under pressure, in an office environment, adhering to tight deadlines and accuracy/quality standards.
  • Use proper grammar, correct spelling and punctuation, simple formats, and filing systems.
  • Effectively communicate with coworkers, the general public, the industry, and/or governmental representatives.
  • Read/comprehend written materials, record clear notes and complete forms, and solve simple math problems.

Responsibilities

  • Conducts routine, random, and scheduled inspections of County construction projects, maintenance activities, and facilities to identify hazards and verify compliance with established safety requirements.
  • Use the Universal Site Inspection Checklist and established department procedures to evaluate worksite conditions.
  • Verify basic compliance with County safety requirements, applicable OSHA standards, contractual requirements, and established safe work practices.
  • Observe work activities and identify readily recognizable hazards, unsafe conditions, and apparent safety violations.
  • Review basic contractor safety documentation and records using established procedures.
  • Immediately report serious hazards or potential imminent danger conditions to senior safety personnel, the Health and Safety Manager, or the appropriate Project Manager.
  • Communicate identified safety deficiencies and required corrective actions to contractors and appropriate County personnel.
  • Document non-compliant conditions using established forms and procedures.
  • Verify completion of assigned corrective actions.
  • Escalate unresolved, recurring, serious, or unfamiliar safety conditions to senior safety personnel or management.
  • Assist with follow-up inspections.
  • Receive worker safety complaints and record required information in the County's tracking system.
  • Provide applicable case information and expected response timelines.
  • Maintain worker confidentiality to the extent required by County policy.
  • Assist senior safety personnel with complaint investigations and field verification.
  • Photograph or video site conditions and identify safety deficiencies.
  • Prepare accurate inspection reports using established County formats and procedures.
  • Maintain inspection records, corrective-action documentation, photographs, and supporting information.
  • Enter inspection and complaint information into applicable County tracking systems.
  • Provide inspection information for departmental and County safety reporting.
  • Coordinate routine inspection findings with Project Managers, contractors, inspectors, and safety personnel.
  • Participate in safety meetings, training, and field briefings.
  • Develop working knowledge of OSHA standards, County safety policies, contractual safety requirements, and department-specific procedures.
  • Assist with safety outreach, training, and other program activities as assigned.
  • Perform regulatory research and other safety-related duties under guidance.
  • Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives.
