About The Position

The Safety & Health Manager is responsible for developing, implementing, and managing the project Accident Prevention Plan in accordance with contract requirements, U.S. Army Corps of Engineers (USACE) EM 385-1-1 Safety and Health Requirements Manual, applicable federal, state, and local regulations, and company policies. The Safety & Health Manager serves as the primary authority for all site safety matters and works closely with project management, quality control personnel, subcontractors, and government representatives to ensure a safe work environment and contract compliance. Applicant shall be available during core work hours as established the Government customer.

Requirements

  • Successful candidate must meet the SSHO requirements in EM385-1-1 2014 edition.
  • Five (5) years of continuous construction or general industry safety experience in supervising/ managing construction or general industry managing safety programs or processes or conducting hazard analyses and developing controls.
  • Present proof of maintaining competency-eight (8) hours of continuing education per year.
  • Present proof of completing 30-hour general industry or construction training.
  • Thorough knowledge of OSHA regulations and USACE EM 385-1-1 requirements.
  • Experience conducting incident investigations and root cause analyses.
  • Ability to develop safety plans, procedures, and training programs.
  • Strong written and verbal communication skills.
  • Proficiency with Microsoft Office Suite and electronic recordkeeping systems.
  • Active First Aid, CPR and AED certifications.
  • Comprehensive understanding of construction safety principles and hazard control methods.
  • Ability to interpret contract requirements, safety standards, and technical documents.
  • Ability to lead safety initiatives and influence safe behaviors across diverse workforces.
  • Effective conflict resolution and problem-solving skills.
  • Ability to conduct field inspections in active construction and industrial environments.
  • Ability to wear required personal protective equipment (PPE).
  • Ability to lift and carry up to 25 pounds occasionally.
  • Must be eligible to obtain access to secure government facilities through successful completion of background screening.

Nice To Haves

  • Experience supporting U.S. Army Corps of Engineers, NAVFAC, Department of Defense, or other federal agency contracts.
  • Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), Occupational Health and Safety Technologist (OHST), or similar credentials.
  • Experience working in secure government facilities or military installations.

Responsibilities

  • Maintain and enforce policies outlined in Accident Prevention Plan (APP)
  • Prepare, update, and administer the APP in accordance with contract requirements and USACE EM 385-1-1. Ensure the APP is submitted within required contractual timeframes and maintained throughout project performance.
  • Conduct periodic reviews and updates of safety plans, procedures, and risk mitigation measures.
  • Ensure compliance with USACE EM 385-1-1, OSHA regulations, federal safety standards, and project-specific requirements.
  • Monitor project activities to verify adherence to approved safety procedures and safe work practices.
  • Maintain current knowledge of applicable safety regulations and industry best practices.
  • Manage project hazardous materials and hazardous waste.
  • Conduct routine site inspections and audits to identify hazards and unsafe conditions.
  • Document findings and coordinate corrective actions with project management and subcontractors.
  • Verify that corrective actions are completed in a timely manner.
  • Stop work when imminent danger conditions or serious safety violations are identified.
  • Conduct safety orientations for employees, subcontractors, and visitors.
  • Provide ongoing safety training, toolbox talks, and awareness programs.
  • Promote a positive safety culture and encourage proactive hazard reporting.
  • Participate in project meetings and provide safety performance updates.
  • Investigate accidents, injuries, near misses, and property damage incidents.
  • Prepare required reports and documentation, including ENG Form 3394 and other contract-required reporting forms.
  • Coordinate incident response activities and implement corrective and preventive measures.
  • Maintain incident records and trend analysis data.
  • Maintain project safety records, inspection reports, training documentation, certifications, and incident files.
  • Ensure all safety documentation is readily available for Government review upon request.
  • Prepare and submit required safety reports to project management and contracting officials.
  • Work closely with the Project Manager, Site Superintendent, CQC staff, and subcontractors to integrate safety into all project activities.
  • Review subcontractor safety plans and ensure compliance with contract requirements.
  • Support project planning efforts by identifying and mitigating safety risks before work begins.
