About The Position

The Safety Engineer serves as a plant-wide subject matter expert on all safety-related issues, including the implementation and enforcement of all applicable OSHA standards and managing the OSHA Voluntary Protection Program. This role is responsible for advising site management on site-wide regulatory compliance and the implementation of industry best practices related to worker and process safety. The position also provides guidance for contractors and supports the site employee safety team, assists with emergency preparedness and responses, and coordinates with site security and the contract workforce on preparedness tactics for risks and liabilities associated with emergencies and Homeland Security. In addition to maintaining industrial hygiene programs and organizing site and employee monitoring, the Safety Engineer is responsible for safe and effective operating discipline and procedures, including IGGN’s. The Safety Engineer and Industrial Hygienist is responsible for maintaining the plant SHE assets and protective systems integrity and for delivering established SHE goals set by the business. The role requires the ability to inspect work areas in assigned units, which involves walking, bending, squatting, kneeling, knee standing, climbing, working in tight and confined spaces, reaching, grasping, and climbing to various heights. The Safety Engineer and Industrial Hygienist would generate a report pertaining to the findings regarding the inspection.

Requirements

Bachelor’s degree in Engineering, Health & Safety, Industrial Hygiene, or other relevant related field
Occupational Safety & Health experience preferred
6+ years’ of direct company experience in petrochemical industry
Experience as a member of ERT and TEEX Certified Safety Officer
Experience in routine maintenance, outages, projects and turnarounds
Experience in a site safety role
Experience as a firefighter, HAZMAT and Rescue Technician preferred
Knowledge of MS Office
Basic knowledge of PSM
Knowledge in all aspects of petrochemical safety
Previous experience in developing and implementing manufacturing site health and safety procedures and management systems
Knowledge in advanced emergency response techniques including live firefighting, high-angle rescue, medical and Hazmat preferred
Previous experience in developing and implementing manufacturing site emergency preparedness plans.

Responsibilities

Promoting and developing site-wide safety programs to achieve a safe work environment, strong safety performance and regulatory compliance by being engaged at the shop floor level and leading.
Advising on a range of areas, e.g. safety, health, security, emergency response, As-Care and improvement opportunities.
Supporting the line organization and plant functional teams via direct involvement in routine and non-routine activities, creating a safer work environment.
Reviewing, developing and implementing site Safety procedures and programs to include IGGN’s.
Annually reviewing existing content, developing new training, and presenting training through computer-based methods or as the instructor.
Evaluating and implementing new software, technologies, and practices to reduce the risk of injuries/illnesses, and evaluating trends for site performance on safety system elements to make recommendations for continuous improvements.
Developing and implementing contractor safety management programs, including routine contractor safety approvals, contractor on-boarding, and site credentials.
Developing and implementing site-specific training for contractors and visitors to be displayed at the HASC and onsite.
Coordinating audits to support 20 Principles, VPP recertification, As-Care, Insurance, PSM, and Life Critical Audits.
Maintaining the SHE plant assets and protective systems integrity.
Supporting PSM and Environmental efforts including Process Hazard Analyses (PHAs), Management of Change process, Risk Assessments, Design Safety Reviews, and incident investigations.
Understanding and leading by example for all safety programs to include “Stop Work Authority”.
Participating and/or facilitating incident investigations.
Routinely collecting, reporting, and addressing SHE KPI’s.
Completing all assigned action items from PHAs, incidents, audits, etc., in a timely manner and keeping status and plans for action items updated.
Adhering to and upholding all safety policies, IGGN’s, and regulatory standards.
Observing, coaching, and evaluating personnel in work areas.
Assisting the employee safety committee with data collection, analysis, action planning, and review of the annual VPP Self-Assessment to be submitted to OSHA.
Providing minimal supervision for indirect field safety support.
Recognizing hazards and following through with work notifications.
Acting as a Superuser for OnSolve to perform emergency communication.
Acting as a Frontline dbase superuser which centrally houses CBT’s, MOC’s, incident notifications and investigations.
Observing, updating, and replacing SHE signs and paint program identifiers.
Providing support to operations during upset conditions, start-ups, and T/As.
Actively engaging in PSSR’s, providing feedback and suggestions.
Writing work permits for maintenance activities outside of battery limits.
Interacting with various community and government agencies such as OSHA, Sheriff’s Department, local Fire and EMS Departments, etc.
Leading Special Projects as part of site safety improvement initiatives.
Preparing and delivering safety communications for site meetings as safety op toolbox discussion rapid incident reports, SHE alerts, and other safety communications as required.
Actively engaging in pre-job review meetings with outside service contractors to review job requirements.
Understanding and effectively communicating the implications of State and Federal Health and Safety regulations.
Proactively identifying workplace hazards and working with the site management team to implement cost-effective solutions.
Developing, organizing, and executing the site annual IH monitoring program, site comprehensive exposure assessment process, and reporting findings to management.
Maintaining and calibrating instruments and supporting documentation.
Developing recommendations and driving improvements based on employee and facility monitoring results.
Facilitating, implementing, and maintaining assigned site Safety and Health procedures in document control.
Developing, implementing, and maintaining IH content within training programs.
Implementing site programs: Breathing air, PPE, Safety Data Sheets, Lead, Silica, Mold, and Asbestos.
Coordinating and conducting field IH monitoring for chemical exposures, ergonomics, lighting surveys, and noise surveys.
Scheduling and performing field verification for various programs (auditing of IH related programs such as silica, asbestos, lead, mold, etc.).
Fulfilling the role for emergency response which may require the use of SCBA and other appropriate PPE.
Maintaining and improving an effective fence line monitoring program.
Facilitating the development and implementation of IH planning for turnaround and outage activities.

Assisting the ERT Coordinator with maintaining emergency preparedness plans, equipment, and apparatus.
Directly or indirectly supervising contractors or technicians that provide support to emergency and security preparedness programs and/or maintain fire protection equipment at the site.
Developing and advising site management regarding preparedness tactics for risks and liabilities associated with major emergencies.
Coordinating with institutions such as OSHA, Department of Homeland Security, NFPA, etc., to develop and manage programs ensuring sites meet specific legal requirements and standards pertinent to emergency response and security.
Facilitating Inclement Weather site preparation by tracking potential site impacts and communicating details.
Conducting inspections and audits to improve site preparedness.
Coordinating maintenance of surveillance equipment, muster system, and fire protection equipment.
Participating and maintaining good working relationships with CIMA and LEPC neighbors, leadership, and members.
Planning, developing, implementing, and maintaining programs, policies, and procedures to ensure effective site emergency readiness.
Fulfilling the role during incident management and emergency response as needed.
Coordinating and estimating expertise for the development of detailed Turnaround (TAR) and Capital Projects plans based on the scope.
Ensuring delivery of detailed work and logistical plans that comply with all applicable procedures, policies, and codes to ensure the protection of the environment and the health and safety of employees and the community in which we operate.
Ensuring Turnarounds and Capital Projects are completed safely.
Developing and implementing a thorough SHE Plan by following all company and site policies, procedures, expectations, and historical performance.
Providing planning and estimating expertise for the development of detailed SHE TAR and project execution plans.
Developing and monitoring SHE KPIs for turnarounds, outages, and major projects.
Coordinating 3rd party contractors to support the SHE Plan.
Developing and presenting TAR training information in support of SHE and Security.
Increasing ownership, reliability, organization, and optics of departmental assets.
Making useful tools and materials readily available.
Ensuring non-emergency preventive and corrective maintenance work is appropriately planned and scheduled to ensure safe, efficient execution of asset maintenance in support of the site’s safety, health, and security operations.
Ensuring compliance with Safety, Security, and Health standards and expectations set through the INEOS Life Saving Rules and 20 Safety Principles.
Leading the work group’s efforts in promoting and demonstrating safe behaviors through personal and team participation in SHE activities including incident investigations, HAZOP's, audits, observations, and housekeeping.
Maintaining safety and regulatory equipment at all times and reporting any defects.
Planning routine and preventive asset integrity and inspection jobs to establish accurate job aids and procedures.
Producing procedures to provide inspection records.
Preparing and analyzing metric reports for SHE performance KPI’s.
Indirectly supervising technicians who provide support to emergency preparedness programs.
Assisting those conducting risk assessments, compliance assurance audits, and incident investigations.
Working alongside the IT Department to assess and maintain security access programs, emergency communications, severe weather announcements, incident reporting, and cameras.
