About The Position

This role supports the organization by delivering specialized functional expertise to ensure reliable day‑to‑day operations, effective coordination with cross‑functional partners, and consistent execution of core processes. It operates within established workflows, applies sound judgment to routine and moderately complex tasks, and contributes to a stable and efficient operational environment. The Division of Engineering, Construction, and Maintenance (DECM) serves as the NCDAC Capital Project Coordinator (CPC) and is tasked with coordinating all capital improvement, new construction, renovation, and repair projects with the State Construction Office (SCO). DECM also acts as the DAC representative on matters involving the State Property Office and State Building Commission. Our unified purpose is to provide architectural and engineering support, sustainability, efficiency, and resiliency planning, as well as construction and maintenance services. This ensures that all statewide Institutions and Facilities comply with building codes, regulations, and legislative mandates while promoting the agency’s rehabilitation and reentry goals through offender job training in the construction and maintenance trades. We support the Institutions and Facilities directly and indirectly by installing and maintaining kitchen, plumbing, mechanical, electrical, and electronics equipment. The DECM-Engineering team consists of experts in architectural and engineering design, property services, project management, and sustainability, efficiency, and resiliency (SE&R). These services support new construction, renovation, and like-in-kind and upgrade maintenance repairs to the agency’s physical plant while ensuring compliance with the NCDOA State Construction Office. Through valuable rehabilitation and training for offenders, we aim to improve recidivism rates. DECM-Construction undertakes construction, renovation, and major maintenance projects that involve longer periods of resource allocation with a focus on enhancing the department's infrastructure assets. DECM-Maintenance, which encompasses the Mountain Regional Yard, Piedmont Regional Yard, Coastal Regional Yard, and three Satellite Yards, provides essential plumbing, HVAC/R, and electrical preventative, prescriptive, and routine maintenance services to all Institutions and Facilities. Additionally, our maintenance efforts include specific areas such as telecommunications, electronic intrusion systems (EIS), fencing, cameras, fire alarms, and energy management systems, all focused on maintaining the Department’s infrastructure assets.

Requirements

  • Bachelor’s degree with a major in safety engineering, industrial engineering, industrial management or technology, occupational safety, or one of the physical sciences or an equivalent technical degree from an appropriately accredited institution and a minimum of three years of progressive occupational and safety and health experience; or an equivalent combination of education and experience.

Nice To Haves

  • Demonstrated experience with OSHA, NFPA, NEC standards for General Industry and Construction.
  • Demonstrated experience with federal and state standard practices, materials, and processes of construction site safety.
  • Demonstrated experience with general industry and construction safety programs on residential, commercial, or institutional construction projects.
  • Certified to conduct OSHA 10-Hour AND/OR 30-Hour Construction and General Industry Awareness Training.
  • Must be able to attain the following certifications within 6 months of hire: OSHA 500 Certification and OSHA-authorized Outreach Trainer in Construction – Certified to conduct training and issue OSHA 10-Hour AND 30-Hour Construction Awareness Cards
  • CPR/First Aid Trainer Certification – Certified to conduct training and authorized to issue CPR/First Aid Cards

Responsibilities

  • Managing assigned operational processes to ensure accuracy, consistency, and timely completion.
  • Coordinating with internal partners to gather information, resolve issues, and support cross‑functional workflows.
  • Monitoring workloads and work queues to identify process gaps or bottlenecks and escalate as needed.
  • Preparing and maintaining accurate records, documentation, and operational reports.
  • Supporting the implementation of procedural updates and system changes within the functional area.
  • Responding to inquiries and providing clear, service‑oriented guidance based on established policies and procedures.
  • Identifying opportunities to streamline tasks and improve process efficiency within defined parameters.
