About The Position

The Safety and Quality Manager is responsible for developing, implementing, and overseeing the organization’s safety and quality management systems. This role ensures compliance with regulatory requirements, drives continuous improvement, and fosters a culture of safety, quality, and operational excellence across all departments.

Requirements

Must have a high school diploma, GED equivalent, or greater educational diplomacy.
Must have a minimum of 12 years of ship repair experience and qualifications.
Must be able to speak and understand Basic English.
Experienced personnel in management.
OSHA 30 HR Maritime Instructor Certified.
Completed or in the process of completing courses in Occupational Health and Safety.
Computer experience is necessary, especially Microsoft Word and Excel.
Maritime knowledge.
Certified Confined Space Safety Supervisor Instructor.
Certified in basic First Aid and CPR instructor.
Certified Confined Space Rescue Instructor.
Knowledge and skills of computer use and programs using Microsoft Windows and Office, especially Word and Excel.
Maintain several required databases.
Maintain, audit, collect and research Material Safety Data Sheets and library.
Research safety and health issues for concerns and gang box topics.
Archiving, report writing and maintaining departmental files for ships, subcontractors, etc.
Ensure department is properly supplied and maintained.
Communication Proficiency.
Flexibility (Job duties & schedule).
Work well with others in all areas where SCW&M is performing work.
Provide verbal/written instructions fluently.
Able to work independently.
Leadership orientation.

Nice To Haves

Prior Military with 4 or more years a plus but not required.

Responsibilities

Daily survey and inspection of a variety of working environments and sites, ensuring compliance with promulgated safety and health regulations, as well as company policies and procedures. Facilitating correction of hazards and infractions found or ceasing operations until properly corrected.
Serve as a company representative, with continuous interaction with customers (US Navy, SWRMC, etc.), company employees, subcontractors, vendors, Federal and California OSHA Compliance Officers and visitors to the facility and other locations.
Safety orientation and Training Supervisor for all employees, subcontractors and ship’s force / crew. Areas of training include, but are not limited to company injury and illness prevention plan, safe work habits and attitudes, confined space entry, personal fall arrest systems, hazardous communications, the WAFCOR position (to include lock-out / tag-out instruction), etc.
Incident Commander Overseas and directs the Confined Space Stand- by Rescue Teams (if applicable).
Environmental Supervisor - oversees all associated issues involving environmental situations to include but not limited to spill and hazard prevention, recordkeeping, hearing conservation and readings (if applicable), etc.
Supervision and Leadership - direct the activities of assigned personnel. Provide leadership to the people; set priorities, establish and maintain policies, standards and goals; and provide performance-specific counseling as required. Evaluate performance in accordance with Company policies and procedures with particular attention on Safety and Environmental. Audits the company’s safety technicians to maintain compliance with NAVSEA standard items, Federal, and California OSHA requirements. Provides coordination for manpower for the safety department.
Reporting of Hazardous waste to all local and government entities.
Address correct timecard data as well as time keeping accruals.
Response to all ESH corrective actions and needs or as directed by supervisor.
Develop and execute company-wide safety and quality strategies.
Align safety and quality objectives with overall business goals.
Lead continuous improvement initiatives and performance programs.
Identify operational risks and implement mitigation strategies.
Provide guidance on safe work practices and quality improvements.
