About The Position

The Safeguards Senior Manager leads a multidisciplinary team supporting nuclear material control and accountability, safeguards oversight, and analytical activities. This position directs resources and establishes criteria for special nuclear material (SNM) receipts, shipments, transfers, inventories, and related activities across INL facilities, while ensuring implementation of DOE requirements, effective cross-functional coordination, and sound technical decision-making. This role works a 4x10 schedule (every Friday off) and is based primarily at INL's Materials and Fuels Complex facility.

Requirements

  • Manage the activities of a department or discipline through subordinate supervisors and professionals, providing guidance within established company policy
  • Responsible for the effective operation of activities of major significance to the organization; decisions impact the immediate team and influence broader methods and techniques
  • Own financials, business planning, organizational priorities, and workforce planning; ensure budgets, schedules, and performance standards are realistically set and met
  • Typically manage employees performing similar tasks, and may manage supervisors, exempt, and non-exempt staff
  • Receive objective-based assignments and determine the resources needed to meet schedules and goals
  • Responsible for a single function, location, and technical discipline
  • Recommend policy changes and establish procedures affecting the department or multiple disciplines
  • Help develop overall and long-term goals for the department and, potentially, the division
  • Partner with subordinate supervisors, customers, functional peer group professionals, and external partners on cross-section and cross-unit matters
  • Communicate results and recommendations across disciplines
  • Serve as a third-level manager with human resource responsibilities; work is typically performed through the management of others
  • Reports to a direct report of a Director, Sr. Director, or Senior Leadership

Responsibilities

  • Manage the operations staff to ensure applicable DOE requirements are correctly interpreted and implemented at INL
  • Negotiate with DOE complex-wide entities to establish criteria for SNM receipts and shipments
  • Direct integration and oversight of all nuclear material activities and assign resources across INL facilities, including CWI facilities
  • Assist in implementing DOE's protection strategy for INL's nuclear material inventory
  • Support programmatic results for nuclear operations, research, and material disposition
  • Direct multiple groups within Safeguards to ensure duties, development opportunities, goal assignments, performance appraisals, and resource needs are well managed
  • Participate in leading staff meetings to build unity and enhance communication across the organization
  • Initiate correspondence with facility and program management to ensure Safeguards requirements are met and to communicate pending changes to DOE or Laboratory requirements
  • Manage personnel resources by hiring, training, and retaining staff, and by developing and implementing a succession plan
  • Manage deliverables through resource allocation; advise personnel on the application and interpretation of MC&A requirements; ensure staff performs within DOE Orders and NRC regulatory criteria
