About The Position

The Fulton County Board of Health provides a variety of services that help protect residents from health threats, increase access to health services to improve health outcomes and provide information that assists Fulton County citizens in living healthier lives. The agency is seeking a highly qualified candidates for the position of Ryan White, Director within the Fulton County Board of Health within Medical and Preventive Services. This is a grant funded position.

Requirements

  • Bachelor's degree in health care services or related field from an accredited college or university and five (5) years of professional managerial or supervisory experience in health care services; or two (2) years of experience at the lower level Mgr 3, Hlth Care (HCM012) or position equivalent.
  • Deep knowledge of the HIV care continuum, clinical quality management, and current prevention methodologies.
  • Mastery of federal grant compliance rules, Uniform Guidance, and public health policy frameworks.
  • Ability to interpret complex epidemiological data, health outcomes, and financial spreadsheets.
  • Exceptional written and verbal communication skills for presenting to executive boards, media, and diverse public audiences.

Responsibilities

  • Administer, monitor, and report on multi-million dollar federal Ryan White grants in strict compliance with Health Resources and Services Administration (HRSA) guidelines.
  • Develop and implement workflows, policies, and procedures to improve clinic performance and outcomes.
  • Support coordination of care, including case management, linkage, and retention services for patients with complex needs.
  • Develop, implement, and evaluate integrated epidemiological plans to eliminate HIV transmission and optimize the local continuum of care.
  • Review and upgrade healthcare delivery networks to ensure seamless coordination between testing, prevention, and clinical medical care.
  • Analyze surveillance data, community viral loads, and service gaps to target funding and resource allocation effectively.
  • Partner with the Metropolitan Atlanta HIV Health Services Planning Council to align federal allocations with community priorities.
  • Oversee complex departmental budgeting, contract procurement, sub-grantee monitoring, and financial auditing processes.
  • Direct, mentor, and evaluate a multidisciplinary team of public health professionals, programmatic staff, and fiscal analysts.
  • Act as the primary county representative for HIV elimination goals to community advocates, state officials, and federal partners.
