About The Position

The Rural Health Paraprofessional Workforce Coordinator plays a central role in advancing Indiana’s strategy to strengthen and expand the rural healthcare workforce. This position focuses on building and supporting paraprofessional roles such as Community Health Workers, care coordinators, and peer support specialists, which are essential to improving access, care coordination, and outcomes in rural communities. Working within a complex statewide governance structure, this role collaborates closely with IDOH leadership, workforce and regional grant teams, healthcare providers, training organizations, and community partners. The Workforce Coordinator ensures that workforce initiatives are aligned with CMS requirements, grounded in data, and responsive to the evolving needs of rural communities. This is a highly collaborative, field-connected role that blends program implementation, stakeholder engagement, grant oversight, and performance tracking. The position serves as a key operational link across partners, helping translate statewide strategy into consistent, on-the-ground impact.

Requirements

  • Bachelor’s degree in public health, health administration, public policy, workforce development, education, business administration, or related field Required
  • Experience in workforce development, grant management, project management, program administration, or related work Required
  • 5 years Experience working with healthcare organizations, rural communities, training providers, or public health systems Required
  • Knowledge of workforce development strategies, credentialing pathways, and training program implementation Required
  • Knowledge of compliance, budgeting, and reporting requirements for state or federal grants Required
  • Ability to manage multiple projects simultaneously with strong attention to detail Required
  • Strong communication, facilitation, and relationship-building skills Required

Responsibilities

  • Workforce Strategy & Pipeline Development Drive the growth and sustainability of Indiana’s rural paraprofessional workforce. Lead implementation of statewide workforce strategies for paraprofessional roles, including Community Health Workers and similar positions Coordinate recruitment, training, credentialing, and placement activities with employers and training partners Support development of career pathways, competency frameworks, and statewide standards Identify workforce gaps, barriers, and opportunities using data and stakeholder input Expand access to workforce training and employment opportunities across rural communities
  • Grant Administration & Compliance Ensure workforce programs are compliant, well-managed, and positioned for success. Support administration of workforce-related grants, contracts, and subawards Monitor compliance with state and federal requirements, including CMS guidelines Track budgets, expenditures, milestones, and performance indicators Maintain audit-ready documentation and standardized reporting practices
  • Technical Assistance & Statewide Coordination Align partners and resources to deliver consistent workforce support across the state. Collaborate with technical assistance providers to align workforce strategies and implementation Participate in statewide meetings, workgroups, and training sessions Coordinate workforce planning and strategic alignment with state and CMS priorities Share best practices, lessons learned, and emerging opportunities across partners
  • Data, Reporting & Performance Monitoring Translate workforce activity into measurable outcomes and actionable insights. Coordinate statewide data collection on recruitment, training, deployment, and retention Ensure timely and accurate reporting aligned with state and federal requirements Support partners in understanding reporting expectations, metrics, and documentation standards Monitor progress toward workforce goals and support corrective action planning as needed
  • Stakeholder Engagement & Partnership Development Build strong relationships across a diverse network of rural health partners. Serve as a liaison between IDOH and healthcare providers, community organizations, and training institutions Engage hospitals, FQHCs, EMS, behavioral health providers, schools, and community-based organizations Ensure workforce strategies reflect the needs and priorities of rural communities Maintain ongoing communication with statewide leadership and initiative teams
  • Program Implementation & Continuous Improvement Support effective, consistent implementation of workforce initiatives across all regions. Help partners interpret program requirements, workforce guidance, and expectations Track statewide progress and identify barriers to implementation Support problem-solving efforts to maintain momentum and outcomes Contribute to development of new workforce models, pilots, and innovative approaches
