About The Position

This role is responsible for assisting in the acquisition of Right-of-Way (ROW) for linear and site-specific acquisition projects, including agency and municipal permitting. The specialist will handle tasks such as requesting and documenting survey permissions, identifying project issues and necessary permits, and preparing permit applications. They will also assist in establishing project routes, estimating ROW costs, and assessing program procedures for compliance. The role involves processing payments, documenting and resolving damages, and managing encroachment requests. Additionally, the specialist will participate in various reports, meetings, and conferences, and coordinate land, ROW, or permit acquisition activities. While not primary, the ability to perform Document Specialist duties may be required. The position involves direct communication with co-workers, supervisors, and external contacts.

Requirements

  • Proficient in preparing and managing reports, spreadsheets, and related materials using Microsoft Excel, Word, and similar software programs.
  • Strong customer focus to ensure project meets operational requirements.
  • Ability to read, interpret, and comprehend engineering drawings and legal documents, including ground leases, easements, deeds, land purchase agreements, and permitting requirements.
  • Ability to maintain a flexible schedule and accommodate occasional non-standard work hours to align with landowner and agency availability, while maintaining a standard work week.
  • Ability to work and communicate effectively with all levels of co-workers, clients, and other external contacts.
  • Minimum four to six years of acquisition and negotiation experience.
  • Valid driver’s license and acceptable DMV record required.

  • Preference for backgrounds in transmission easement acquisition (oil, gas, and electric) or adjacent real estate fields.

Responsibilities

  • Assisting in the acquisition of ROW for linear and site-specific acquisition projects including agency and municipal permitting.
  • Requesting, supporting preparation of, obtaining, and documenting survey permission from owners and tenants.
  • Identifying issues for proposed routes, necessary agency/entity permits, and exhibits to be generated and data required to support negotiations.
  • Preparing and filing permit applications required by affected agencies, municipalities, and government entities.
  • Assisting in establishing the project route, estimation of ROW costs for the selected route and alternates, and establishing acquisition timelines.
  • Assessing program procedures, practices, philosophies, and documentation for compliance with specifications, contracts, and mission requirements.
  • Processing payment for all ROW as agreed to, according to procedure.
  • Documenting all off ROW damages incurred during construction and resolution of all off ROW damages with contractor(s) and owners/tenants.
  • Processing all requests for encroachment from third parties on ROW.
  • Attending, participating in, supporting, analyzing, providing input, developing, preparing, and reporting on reports, correspondence, meetings, conferences, and review boards.
  • Communicating directly with co-workers.
  • Providing information to supervisors, co-workers, and subordinates by telephone, in written form, e-mail, or in person.
  • Coordinating the activities of individuals during the course of land, ROW, or permit acquisitions pertinent to one or more projects as assigned.
  • Performing other duties as assigned.
