Requirements

  • Bachelor's degree in Construction Management, Civil Engineering, Engineering Technology, or a related field; equivalent heavy civil construction experience may be substituted.
  • Minimum 5 years of estimating experience in heavy civil construction.
  • Experience estimating public roadway, highway, municipal water and sewer, sitework, landfill, earthwork, drainage, utility, or related heavy civil infrastructure projects.
  • Strong understanding of construction plans, specifications, unit pricing, means and methods, and construction sequencing.
  • Proficiency with B2W Estimate (or equivalent), Microsoft Excel, and Microsoft Office Suite.
  • Ability to manage multiple pursuits and deadlines simultaneously.
  • Strong communication, organizational, and analytical skills.
  • Valid driver's license and willingness to travel to project sites as needed.

Nice To Haves

  • NYSDOT and/or VTrans roadway, highway, utility, or site development projects.
  • Municipal water distribution, sanitary sewer, stormwater, and underground utility infrastructure.
  • Site development projects including grading, excavation, earthwork, landfill construction and closure, drainage systems, and utility installations.
  • Design-Build or Joint Venture pursuits.
  • Leadership, mentoring, or oversight of estimating personnel.

Responsibilities

  • Lead the preparation of detailed cost estimates for public roadway, highway, site development, municipal water and sewer, landfill, and other heavy civil construction projects.
  • Prepare and review quantity takeoffs, pricing, production rates, and estimate assumptions for accuracy and completeness.
  • Analyze plans, specifications, geotechnical reports, schedules, utility information, and contract requirements.
  • Develop project phasing, traffic control strategies, construction sequencing, means and methods, and bid strategies.
  • Solicit and evaluate subcontractor and supplier quotations, identify scope gaps, and assess project risks.
  • Conduct site visits and evaluate access, staging requirements, utility conflicts, environmental constraints, permitting issues, and other project-specific challenges.
  • Support Design-Build and Joint Venture pursuits when required.
  • Mentor junior estimators and assist in estimate reviews and team development.
  • Participate in project handoff meetings and post-bid reviews to support successful project execution.
