About The Position

This position involves performing special duties as assigned, with a primary focus on providing coordination and technical expertise in managing, planning, organizing, and implementing drainage and storm water, and vegetation management programs. The role requires implementing policies and procedures consistent with critical VDOT business needs to ensure the success of roadside programs and related infrastructure, and ensuring compliance with laws and regulations governing Roadside Asset Management.

Requirements

  • Ability to communicate and work effectively with external and internal customers, including members of the public, department staff and contractors.
  • Ability to read and interpret plans and specifications.
  • Ability to manage budgets and costs.
  • Ability to participate in statewide strategic planning and meet goals and objectives.
  • Possession of and ability to maintain required certifications.
  • Skilled in applying environmental principles and practices related to the construction and maintenance of highways.
  • Skilled in applying principles and practices of stormwater management and vegetation management.
  • Valid driver's license.

  • A combination of training, experience, or education in Environmental Sciences, Natural Sciences, Forestry, Biology, Chemistry, Geology, Hydrology, Social Sciences, or related field.
  • Skilled in applying environmental requirements to transportation or similar operations.
  • Skilled in the technical and economic aspects of roadside asset management practices.
  • Contract management and administration experience.

Responsibilities

  • Develop annual operating plan and budget for contract and maintenance.
  • Work with fiscal and maintenance staff to develop annual administrative and maintenance budget allocation.
  • Ensure expenditures remain within budget allocation.
  • Document and track costs of services and recommend prioritization of resources based on safety and preservation of roadside infrastructure.
  • Use forecasting techniques to monitor budgets and take corrective action.
  • Ensure consistency through the validation and coding of all expenditure transactions.
  • Coordinate, plan and implement storm water program activities, policies, and procedures.
  • Monitor and document storm water activities to ensure on-time and on-budget delivery.
  • Conduct Storm water Management Program activities in compliance with federal and state laws, regulations, and agency guidelines.
  • Prioritize and resolve non-compliance issues for the storm water program.
  • Handle action requests regarding storm water program progress and accomplishments.
  • Partner with district staff to develop and implement district-wide storm water initiatives.
  • Develop district storm water management plans.
  • Develop and implement district vegetation management plans, activities, and procedures.
  • Develop and administer contracts for roadside vegetation activities.
  • Provide technical advice and assistance to sections and residencies for vegetation management.
  • Conduct vegetation management program activities in compliance with federal and state laws, regulations and VDOT guidelines.
  • Prioritize and resolve non-compliance issues for the vegetation program.
  • Handle requests regarding vegetation program progress and accomplishments.
  • Partner with others to develop and implement vegetation management initiatives.
  • Administer contracts for vegetation management and monitor contractors and state forces for activities such as tree trimming, herbicide and pesticide application, tree cutting, landscape planting, wildflower planting and turf management.
  • Provide support to statewide Outdoor Advertising program relating to vegetation management requirements.
