The annual salary for this classification is as high as $230,707.68 at the top of the range, with a cost-of-living increase of 5% on July 1, 2026, and 5% on July 1, 2027. Requirements

  • Bachelor’s degree from an accredited college or university in Business or Public Administration, or related field.
  • Eight (8) years of substantial and increasingly responsible experience, of which at least four (4) years were in a supervisory capacity, performing employee benefits management, risk management, insurance claims management, and safety and loss prevention activities that include management authority and fiscal program responsibility for an organization.
  • Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities
  • Associate in Risk Management (ARM) accreditation
  • Possession of a valid California driver’s license and satisfactory driving record is ongoing requirement
  • Must be able to travel to various locations within and outside of Richmond to meet program needs and to fulfill the job responsibilities.
  • When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

Nice To Haves

  • Significant Risk Management experience in Workers' Compensation, General Liability, and Insurance Compliance.

Responsibilities

  • Manages expenditures from Risk Management safety budget and the employee benefits budget.
  • Works on the development of Americans with Disabilities Act (ADA) Compliance Program in conjunction with the City Attorney’s Office and Public Works Department.
  • Monitors Risk Management Training Program to satisfy Employment Risk Management Authority (ERMA) training requirements.
  • Oversees audits of liabilities, workers' compensation, and employee benefit programs.
  • Estimates premiums for fiscal year for liabilities and workers' compensation claims.
  • Presents claims to the City Council for approval with Claims Administrator.
  • Coordinates annual safety inspection schedule for various departments.
  • Submits insurance claims on behalf of the City for damage to property and loss of assets.
  • Attends risk management and employee benefit related conferences.
  • Attends all Joint Powers Authority (JPA) meetings.
  • Reports on unsafe conditions to departments and follow up to make sure corrected.
  • Recommends City position relative to liability exposures in conjunction with the Legal Department.
  • Periodically reviews and revises insurance requirements for City contractors, vendors, permit applicants and lessees.
  • Reviews contracts, permits, and other City authorizations to ensure compliance with insurance requirements.
  • Manages employee retirement, industrial disability retirement, medical, dental, vision, life, and disability programs
  • Performs related work as required.
