About The Position

Under the general direction of the KPB Mayor, the Risk Manager administers and manages the risk management program for the Borough (KPB), School District (KPBSD), and service areas. Serving as chair of the Risk Management Committee (RMC), this position is responsible for identifying, evaluating, and managing risks that may affect personnel, property, operations, finances, and public services. The Risk Manager, in conjunction with the RMC, oversees risk financing, insurance administration, claims management, loss prevention, and related systems and processes used to reduce accidental loss, allocate risk-related costs, and protect assets and operational capabilities.

Requirements

  • Must have a bachelor's degree in risk management, business administration, public administration, or a related field relevant to municipal or educational environments.
  • Must have three years of senior or management level professional work experience related to the primary functions listed below.
  • In lieu of the degree requirement, one year of progressively responsible experience may be substituted for each year of the required education.
  • Qualifying work experience must include substantive responsibilities related to the primary functions listed below.
  • Must have strong knowledge of computer systems, including but not limited to advanced Microsoft Excel skills, proficiency in other Microsoft Office products, web-based software, databases and file management systems.
  • This position also requires the ability to establish and maintain effective working relationship with others.
  • Must have and maintain an unrestricted Alaska driver’s license.

Nice To Haves

  • General insurance experience, including contract provisions, lease provisions, risk transfer, insurance renewal and market conditions, involving medium to large business, governmental, or educational accounts.
  • Public sector risk management experience, including enterprise risk management and the management of losses involving fire and EMS operations, school district operations, and other municipal functions.
  • Experience developing and administering multi-million-dollar insurance, claims, and risk management budgets, including forecasting claim costs and establishing appropriate loss reserves.
  • Working knowledge of public building construction and maintenance regulatory requirements, industrial equipment, and associated costs as related to risk management.

Responsibilities

  • Provides overall leadership for the Borough and School District’s (KPB&SD) risk management program, including strategic planning, administration, evaluation, and continuous improvement of systems to identify, assess, mitigate, and monitor operational, financial, and organizational risks.
  • Administers the KPB&SD’s self-insurance program and evaluates coverage adequacy, limits, deductibles, exclusions, endorsements, and self-insured retention structures.
  • Coordinates renewals, manages, and serves as the primary liaison for contracts with brokers, actuaries, third-party administrators, consultants, and other risk management service providers.
  • Provides direct oversight and administration of workers’ compensation, property, and liability claims and reviews and monitors investigations, reserves, settlements, litigation status, subrogation opportunities, and loss recovery efforts.
  • Communicates claims costs and reserve information to, and coordinates with, various stakeholders to ensure consistent claims handling, financial stewardship, and protection of organizational interests.
  • Serves as chair of the Risk Management Committee (RMC) and leads KPB&SD risk management coordination efforts by establishing priorities, preparing agendas and reports, developing recommendations, assigning follow-up actions, and coordinating committee activities related to insurance, claims, safety, loss prevention, and organizational risk mitigation.
  • Reviews contracts, leases, permits, and similar documents for insurance, waivers of subrogation, additional insured, indemnification, and other risk transfer provisions; oversees contractor insurance compliance and certificate of insurance processes, including coverage requirements, verification, coordination with stakeholders, and evaluation of exceptions or nonstandard terms; and recommends revisions to reduce KPB&SD exposure and align with established risk management standards.
  • Provides consultation and technical guidance to KPB&SD leadership, departments, service areas, schools, and committees on risk identification, risk transfer, insurance coverage, claims handling, incident documentation, property protection, and loss prevention strategies.
  • Develops, maintains, and improves risk-related records, databases, reporting systems, and performance metrics including claims tracking, incident and loss data, insurance schedules, property, equipment, vehicle, and asset valuation information, exposure data, committee records, and management reports used for insurance placement, analysis, budgeting, and trend evaluation.
  • Analyzes loss trends, claim history, safety performance data, insurance costs, and other risk indicators and prepares reports, recommendations, and presentations for KPB&SD administrations, committees, boards, and stakeholders regarding program performance, emerging risks, budget impacts, and corrective or strategic actions.
  • Develops and administers Risk Management budgets and financial planning including insurance premiums, self-insured retention and deductible structures, reserves, claims-related costs, consulting services, training, compliance, and program expenditures; monitors financial impacts of losses; allocates deductible, self-insured retention, and other risk-related costs among applicable KPB&SD budgetary units; and recommends budgetary or operational adjustments.
  • Directly supervises assigned managers, staff, consultants, and program functions within the Risk Management division including assigning work, establishing priorities, monitoring performance, reviewing deliverables, supporting professional development, and ensuring consistent service delivery across KPB&SD risk management operations.
  • Leads program development, process improvement, and organizational change initiatives within Risk Management including evaluation of current operations, identification of service gaps, implementation of new systems, technologies, workflows, and reporting tools, and development of long-range strategies to improve KPB&SD risk management performance.
  • Participates in special projects, cross-departmental initiatives, and organizational committees related to safety, facilities, emergency preparedness, insurance, compliance, operational improvement, and other strategic or administrative matters.
  • Assists with development, implementation, and maintenance of departmental procedures, forms, workflows, and records systems related to risk management, claims, training, inspections, and compliance activities.
  • Supports facilities and operational reviews involving public buildings, maintenance activities, construction projects, recreation facilities, pools, fleet operations, and other functions requiring risk management input.
  • Assists with review of building use requests, public event exposures, special programs, and unusual operational activities to identify insurance, safety, contractual, and liability considerations.
  • Participates in vendor, contractor, broker, actuarial, and consultant meetings involving risk transfer, claims, safety, environmental, operational, insurance, or financial matters.
  • Maintains professional knowledge of changes in insurance, claims handling, occupational safety and health, public sector risk management, and related laws, regulations, and best practices.
