About The Position

Strategic Insight, Ltd. is seeking a Risk Management Analyst to support our US Navy client. The job is on-site at the Navy Yard, supporting the Cruiser / Destroyer group in DPAE Modernization and Sustainment office and working directly with the PMS 421 Class Platform Sustainment Managers (PSM). Applicants must have an active Interim Secret DoD clearance at a minimum, with final Secret preferred. Requirements

  • Active Interim Secret DoD clearance at a minimum, with final Secret preferred
  • Bachelor’s degree plus 2 - 5 years relevant work experience
  • Strong communication skills (oral and written)
  • Proficient in the use of Microsoft Word, Excel, and PowerPoint
  • Ability to prioritize and complete assigned tasking
  • Ability to represent military and government leaders at technical meetings

  • Experience onboard Navy ships or maintaining ship systems
  • Former enlisted or junior officers with Navy shipboard maintenance and modernization experience
  • Former government service/contractors with Navy shipboard maintenance and modernization experience
  • More than 10 years of applicable work experience (may adjust or waive educational requirements)

Responsibilities

  • Assist in collecting and analyzing cruiser and destroyer modernization and sustainment Risk data
  • Manage the PMS 421 risk tracker, track action items, provide meeting support, data collection, metrics/status reporting, and general program office support
  • Assist in providing administrative and policy direction concerning overall PMS 421 risk program priorities and objectives
  • Work with In-Service Engineering Agents (ISEAs), TYCOMs, program Embedded LNOs at Fleet Concentration Areas, and other PAE representatives
  • Use Critical Thinking techniques to drill down to the root causes of issues affecting ShipAlt implementation
  • Identify Action Items, associated costs, duration, due dates, and historical background to resolve a range of issues affecting large surface combatants
  • Work with NAVSUP and DLA to address supportability issues such as obsolescence, rotatable pools, refurbishment, and potentially modernization
  • Work with ILS program personnel to address issues that fall within the ILS realm
  • Support the budgeting work of the PSM by capturing and tracking funding data
  • Plan, develop, coordinate, and potentially direct (on an ad hoc basis) several small complex projects
  • Participate in risk working groups, program development forums, analytical activities, training, education, Integrated Process Teams (IPTs), and other forums as required to accomplish contract requirements
  • Coordinate with SURFMEPP on Class Maintenance Plan candidates, and periodicities for existing push and pull tasks
  • Coordinate with Class Advocates to review/discuss issues affecting PMS 421 ships
  • Attend meetings, capture minutes and actions, draft written reports, and provide recommendations to the customer
  • Demonstrate the ability to populate, maintain, and manipulate data within a Microsoft Excel document
  • Demonstrate superior Microsoft Office program skills to develop PowerPoint briefings, Word documents, Excel reports, etc., for clients
  • Perform additional duties and responsibilities as assigned by the lead Program Manager Representative
  • Other duties as assigned
