About The Position

The Risk and Emergency Preparedness Manager plays a critical role in the preparation, mitigation and response to emergencies and disasters, as well as, in the collaboration and development of governance, enterprise risk, and other compliance-related activities and processes across Driscoll Health System. The Risk and Emergency Preparedness Manager reports to and is under the direction of the Director of Enterprise Risk in day-to-day activities.

Requirements

  • Bachelor's or master’s (preferred) degree in a relevant field (e.g., emergency management, risk management, healthcare administration) or equivalent work experience.
  • Strong understanding of emergency management, operational planning, governance, risk management, compliance, or related fields within a healthcare setting.
  • Knowledge of risk management frameworks such as COSO and NIST, as well as related methodologies, and tools.
  • Analytical mindset with the ability to interpret complex data and identify trends.
  • Proven experience in developing, implementing, testing and evaluating enterprise-wide disaster and business continuity plans, risk management strategies and frameworks.
  • Strong problem-solving and critical thinking skills, with the ability to analyze complex issues and develop practical solutions.
  • Strong written and verbal communication skills, with the ability to effectively communicate complex concepts to diverse audiences.
  • Excellent organizational skills and attention to detail, with the ability to manage multiple tasks and deadlines effectively.
  • Proactive mindset with a commitment to continuous learning and staying up-to-date with industry trends, regulations, and best practices.
  • Excellent communication and interpersonal skills to collaborate with stakeholders at all levels.

Nice To Haves

  • Professional certifications in emergency management, risk management, compliance, or industry specific certifications such as: CRISC, CHC, CISA, CISM and CISSP are desirable.

Responsibilities

  • Provide oversight, outreach, planning, training, and development of plans and exercises to maximize the effectiveness and response to emergencies that may impact Driscoll’s operations.
  • Participate in the Hazard Vulnerability Analysis (HVA) for all locations.
  • Establish and review disaster recovery and business continuity plans to minimize the impact of emergencies on critical business functions.
  • Coordinate disaster response and recovery strategies, ensuring alignment with regulatory requirements and best practices.
  • Participate in local, regional, and state disaster planning and emergency management committees and activities.
  • Collaborate with operational management leadership to develop, implement, and enhance emergency preparedness strategies.
  • Oversee the development, operationalization, and training of emergency operations, including incident command systems and emergency response protocols.
  • Foster the relationship between DHS and local/regional emergency managers to aid in response and recovery during an operationally disruptive event.
  • Evaluate the effectiveness of the emergency management program through regular assessments and exercises and post event evaluations.
  • Develop logistical and operational preparedness activities including disaster tabletop exercises and walkthroughs.
  • Conduct post-disaster evaluations and provide recommendations for improvement.
  • Serve as the Emergency Management Program Coordinator, upon request
  • Develop and lead system-wide training that validates organizational plans, educates staff, and drives executive discussion on disaster planning activities.
  • Be present to assist leadership during an operationally disruptive event.
  • Collaborate in the development and implementation of an enterprise-wide risk management strategy and framework.
  • Collaborate in the implementation of a robust risk monitoring structure to track and report on risk exposures and control effectiveness.
  • Direct the collection of evidence related to potentially compensable events and educate staff on evidence preservation in order to assist with the filing of claims.
  • Oversee the filing of claims on behalf of and against the enterprise
  • Manage the employee fleet management program.
  • Develop and implement risk mitigation strategies and action plans in collaboration with operational stakeholders.
  • Establish and monitor key risk indicators in relation to key performance indicators and early warning systems to track risk exposure.
  • Ensure appropriate controls and safeguards are in place to manage and mitigate identified risks.
  • Collaborate in the implementation of a robust risk monitoring structure to track and report on risk exposures and control effectiveness.
  • Review and advise on insurance requirements in contracts to ensure appropriate level of insurance as required is maintained by DHS.
  • Participate in the insurance renewal process and ongoing insurance-related activities.
  • Assist in ensuring compliance with applicable laws, regulations, and industry standards.
  • Evaluate and manage risks associated with third-party vendors, suppliers, and business partners; conduct due diligence assessments and establish vendor risk frameworks.
  • Monitor compliance with contractual obligations, industry standards, and regulatory requirements.
  • Collaborate with operational stakeholders in the development and implementation of asset inventory and management programs.
  • Participate in risk assessments of inventory and management controls and processes to baseline threats and vulnerability impact to assets.
  • Conduct compliance assessments across various areas of the organization.
  • Effectively administers performance management system including: developmental feedback, goal setting, assesses competency, progressive discipline
  • Responsible for sound management of human resources.
