About The Position

The purpose of this job is to perform supervisory/manual work functions associated with coordinating the maintenance of water and sewer right-of-way areas. Duties and responsibilities include, but are not limited to: supervising and participating in maintenance and inspection of water and sewer rights-of-way; reading and interpreting blueprints; operating heavy equipment; maintaining records; supervising assigned staff; and performing additional tasks as assigned.

Requirements

  • High school diploma, with two years of wastewater right of way maintenance, heavy equipment operation or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Valid Driver's License required.
  • Must possess or have the ability to obtain a valid Georgia Commercial Driver's License within 6 months of hire.
  • Must possess or have the ability to obtain Georgia Department of Transportation Flagging Certification within 12 months of date of hire.
  • Stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion.
  • Ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
  • Ability to hear, speak and/or signal people to convey or exchange information. Includes giving/receiving assignments and/or directions to/from co-workers, assistants or supervisors.
  • Ability to read a variety of blueprints, water/sewer maps, land plats, informational documentation, directions, instructions, methods and procedures.
  • Ability to prepare reports, forms, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style.
  • Ability to speak to individuals with poise, voice control, and confidence.
  • Ability to learn and understand relatively complex principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment in the absence of management.
  • Ability to record and deliver information, to explain procedures, and to follow oral and written instructions.
  • Ability to communicate effectively and efficiently in a variety of administrative, technical or professional languages including terminology related to survey plats/blueprints.
  • Ability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages; interpret graphs; perform calculations involving variables/formulas/square roots/polynomials.
  • Ability to inspect items for proper length, width, and shape, visually with a variety of machinery and equipment including a bulldozer, backhoe, trackhoe, front end loader, roller, tandem dump truck, utility truck, track loader, sewer rodder, tapping machine, forklift, trencher, bushhog, tree cutter, jackhammer, chain saw, air compressor, calculator, two-way radio, and telephone.
  • Ability to coordinate hands, fingers, and eyes accurately in using equipment.
  • Ability to lift, bend, push, pull, manipulate equipment/tools and objects as the position necessitates.
  • Ability to handle a variety of items such as automated equipment, hand tools, masonry tools, and pipe/fitting supplies.
  • Ability to use one hand for twisting or turning motion while coordinating other hand with different activities.
  • Moderate levels of eye/hand/foot coordination.
  • Ability to differentiate between colors and shades of color.
  • Ability to deal with people beyond giving and receiving instructions.
  • Adaptable to performing under moderate stress when confronted with an emergency.
  • Ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear).
  • Must be able to communicate via telephone and two-way radio.

  • One year of supervisory experience is preferred.

Responsibilities

  • Supervises and evaluates assigned staff, handles all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.
  • Supervises and participates in the maintenance and inspection of water and sewer main right of ways.
  • Plans and schedules maintenance activities; plans and coordinates daily work assignments; gathers work materials and supplies used in daily activities.
  • Examines property to determine existing easements; coordinates access with property owners to allow maintenance activities.
  • Reads and interprets blueprints of new and existing water and sewer lines.
  • Locates water and sewer lines for crews and other utilities.
  • Distributes chemicals in sewer lines (e.g. herbicides, pesticides, grease solvents).
  • Operates a variety of vehicles, equipment and tools as required (e.g., backhoe, trackhoe, front end loader, roller, tandem dump truck, utility truck, track loader, sewer rodder, forklift, trencher, bushhog, tree cutter, jackhammer, chain saw, air compressor).
  • Responds to emergency and stand-by calls on a 24-hour daily basis.
  • Supervises the cleaning/maintenance of tools and equipment; performs preventive maintenance on sewer equipment.
  • Receives and/or prepares reports, forms, and other documentation; reviews, processes, and/or forwards as appropriate; maintains records; performs other clerical duties.
  • Answers the telephone; provides information, advice and guidance; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.
  • Responds to routine information requests from officials, employees, staff, the public or other individuals.
  • Performs other related duties as required.
