Requirements

• Bachelor’s Degree in Business Administration, Public Administration, Communications, Engineering, or related field, AND two years of highly advanced, progressively responsible supervisory experience.
• Experience may substitute for education on a year-for-year basis.
• Valid driver’s license or the ability to provide independent authorized transportation.
• Regular and reliable attendance is required.
• Knowledge of NDOT's mission, goals, priorities, policies, rules, programs and services.
• Knowledge of organizational structures, functions, policies, procedures, communication channels, and objectives as they relate to the Right of Way Division.
• Knowledge of Federal and state laws/statutes related to NDOT and the Right of Way Division.
• Knowledge of personnel administration, including the intricacies of EEO, ADA, union contract/rules and regulations administration.
• Knowledge of government relations.
• Skills in organization of division planning.
• Skills in evaluating and assessing the effectiveness of the Right of Way Division.
• Skills in negotiating and communicating with other entities, including federal, state, and local officials, other divisions in the agency, and the public.
• Excellent communication skills (verbal, written, and presentation).
• Ability to effectively plan and organize functions and work assignments to meet division objectives.
• Ability to develop strategic plans and work plans.

• Progressively responsible experience supervising, leading, and managing complex Transportation Industry Initiatives with internal subject matter experts and external stakeholders or regulators.
• 10 or more years of experience in transportation construction project delivery, fund management, or program development.

Responsibilities

• Provide leadership, management, and direction to the managers, supervisors, and staff of the Right of Way Division.
• Serve on NDOT's executive team.
• Lead and manage division programs including developing and recommending policies for the appraisal and acquisition of right-of-way for highway construction projects.
• Represent and be the advocate for the Right of Way Division when communicating, collaborating, coordinating, and cooperating with all other NDOT Division Heads and District Engineers.
• Administer final review, approval, and verification of appraisals so that just compensation is being offered for all real property acquisitions and ensuring such offers conform to Federal and State laws, rules, regulations, and agency policy and standards.
• Govern and authorize that an offer is made in good faith and control final administrative settlement amounts for all acquisitions.
• Direct and confirm the appropriate amount of property is acquired to construct, operate, and maintain the highway system.
• Utilize professional judgment and principles to direct and lead property acquisition and property management processes.
• Provide the overall leadership, direction, and technical knowledge of the Alternative Delivery processes as it relates to property acquisition.
• Prepare and manage the Right of Way Division budget.
• Collaborate with external stakeholders.
• Perform other duties as assigned.
