About The Position

The Florida Department of Transportation (FDOT) is seeking a Right of Way Appraiser I to join their Valuation Services team. This role is crucial for acquiring real property needed for transportation facility construction within a specific district. The position involves ensuring high-quality, well-supported appraisal reports through proactive communication with appraisers, conducting joint inspections, and reviewing draft valuations. The appraiser will interpret market data, assess valuation methods, identify discrepancies, and recommend appropriate compensation. Requirements

  • Knowledge of Uniform Standards of Professional Appraisal Practice (USPAP)
  • Skilled in written communication and production of quality appraisal and appraisal review reports, memorandums, letters, and other business reports.
  • Skilled in the oral communication necessary to relate, implement, and follow through on required actions.
  • Skilled in the use of personal computers, including a working knowledge of word processing and spreadsheet software.
  • Skilled at both personal and project related planning and organizing.
  • Ability to perform and review complex eminent domain appraisals.
  • Ability to accomplish assignments with no or minimal supervision or assistance.
  • Ability to understand right of way maps and highway and bridge construction plans and understand the impact of a project on real estate values.
  • Ability to suggest alternative construction locations or techniques that would lessen the impacts on affected properties.
  • Ability to quickly assess factors that significantly impact recommended compensation, appraisal complexity, contracting and production processes.
  • Ability to calculate professional staff hours required to appraise a specific parcel or property.
  • Ability to identify, research and assess pertinent market data.
  • Ability to form effective working relationships with numerous persons internal and external to the Department.
  • Ability to quickly adapt to, and carry out, changes.
  • Must be a United States (U.S.) citizen or lawfully authorized alien worker.
  • Must adhere to the provisions and requirements of Section 215.422, F.S., related to State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedures.
  • Employees will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT).

Nice To Haves

  • Graduation from the FDOT Real Estate Level III Training Program and one (1) year of right of way appraisal experience
  • Prior experience as a Right of Way Appraiser I or II
  • Current certification as a residential or general appraiser

Responsibilities

  • Prepare and review Valuation Services reports.
  • Procure consultant services.
  • Coordinate with other offices to address and resolve issues.
  • Coordinate the activities of Valuation Services consultants.
  • Interpret and communicate right of way policies and procedures.
  • Ensure and monitor a Quality Control Program.
  • Ensure data is entered into the Right of Way Management System (RWMS).
  • Ensure conformance with applicable laws, rules, regulations, policies and procedures.
  • Represent Right of Way at public meetings/hearings and workshops, and similar forums.
  • Review invoices.
  • Respond to public records requests and related inquiries.
  • Identify and evaluate advance acquisition opportunities.
  • Assist in the development of policies and procedures.
  • Monitor, train and assist local governments.
