By joining our Right-Of-Way Section as a Right-of-Way Agent III in Kenton County, you will have the opportunity to, under direction, perform the more complicated work in two or more of the following program areas appraisal negotiation, relocation assistance, replacement housing, or property management for complex and difficult highway right-of-way parcels.

Requirements

  • Graduate of a college or university with a bachelor's degree in business administration, public administration, or related field.
  • Four years of experience (under the laws of eminent domain) in highway Right-of-Way appraisal, negotiations, property management and/or relocation assistance.
  • Must possess a valid driver's license to qualify for employment in this job classification.
  • Within six (6) months of employment, shall provide the hiring agency documentation that employee is a Notary Public properly commissioned and bonded in the Commonwealth of Kentucky.
  • Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this classification.
  • Applicants must be currently authorized to work in the United States for any employer.

Responsibilities

  • Performs complex negotiations and/or written assigned Right-of-Way areas: Reviews appraisals of properties for proper procedures, adequate documentation and proper evaluation.
  • Negotiates for complex acquisitions requiring high level of coordination and assists other agents and units in documentation, support and training. Reports on project status and provides documentation for project clearance.
  • Completes replacement housing payments on complicated partial acquisitions, computes mortgage interest differential payments, prepares move specifications on difficult business moves, makes relocation offers on complex residential and business displacements, monitors personal property moves, makes decent safe and sanitary inspections of replacement housing.
  • Reviews appraisals of properties, appraises complex residential, commercial, industrial, farms, and special purposes, real property for right-of-way planning and projects.
  • Assists in training Right-of-Way Agents I and II respective areas of work. Attends seminars and training courses as directed.
