Right-Of-Way Agent II - Engineering
About The Position
This position handles the research, document preparation and acquisition of easements for Capital Sales Tax and C-Fund improvement projects. The incumbent may make contact through mail, email, or telephone, to arrange a face-to-face meeting. Knocking on doors may be required to make contact. The incumbent must have a general understanding of construction plans and the engineering concepts behind them well enough to explain to a citizen. The goal is to begin a dialog that results in the landowner allowing the County to proceed with the planned improvement. Throughout the process, the incumbent remains in communication with the affected citizens. This position operates with limited supervision, since the required research will vary depending upon the uniqueness of the situation. The incumbent is expected to know how to conduct the required property research to obtain the optimum results. The challenge of the position is obtaining permission for property from citizens without payment. Often, this requires very careful and tactful negotiations over long periods of time.
Requirements
- AA degree in a related field, such as real estate law, paralegal studies; or AS in engineering, construction science/management or related field.
- Five years of experience in a similar environment.
- Strong negotiation skills.
- Ability to conduct property research thoughtfully.
- Ability to read maps, plats, plans.
- Notary Public in SC and CEPSCI certification or the ability to acquire these within 6 months.
- Ability to obtain IRWA / certification RWA and / or RWP designation.
Responsibilities
- Makes contact with all citizens for whom the County needs agreement for easement prior to embarking upon a major improvement project.
- Performs all required research of the property in question to determine the rightful owner.
- Prepares a variety of documents, including permanent and temporary easements, warranty deeds, quit-claim deeds, letters of permission, easement sketches, GIS/landscape/project boundary overview maps, and status update reports.
- Prepares reports and records to provide county leadership the information to help them make informed decisions.
- Updates other departments on the progress and results of research, which may include easements, permits, provisions, and rights-of-way on past, current and future projects.
