About The Position

The Department of Medical Assistance Services (DMAS) is seeking a competitive candidate to serve as a RHT Deputy Program Director. This role will provide exceptional delivery of services to the Director's Office. Under the supervision of the Director of Rural Health Transformation (RHT), the RHT Deputy Program Director will manage and direct the implementation of grant-funded initiatives within the Rural Health Transformation Program in Virginia, authorized under Public Law 119-21. This five-year program aims to transform Virginia’s rural health care landscape by improving health outcomes. The incumbent will lead, manage, and provide oversight of programs funded by a federal grant for the duration of the grant. Specifically, this position will oversee and manage initiatives focused on improving healthcare access in rural Virginia, including chronic disease prevention, innovative care models (mobile health, telehealth), rural healthcare workforce development, and investments in health technologies (rural broadband, remote patient monitoring). The role involves leading the RHT Initiatives Unit, supervising program managers and a community engagement lead, and coordinating with cross-functional teams and internal agency departments. This is a restricted position solely funded by federal grant funds, with annual funding reviews and continued employment contingent on fund availability. The position has in-office requirements, including overnight travel several times a year for meetings, conferences, and trainings. The Deputy Program Director will support the RHT Director in preparing presentations and updates for various state officials and agencies, and will represent DMAS in developing and maintaining public and private partnerships. Requirements

  • Considerable knowledge of grant administration in a complex governmental setting to include funding sources, administrative requirements and cost principles.
  • Considerable knowledge of healthcare systems, public health principles, and/or clinical or health services delivery.
  • Considerable knowledge of public policy development, program implementation and evaluation related to healthcare service delivery.
  • Considerable experience in leading cross-functional teams.
  • Considerable experience using computer software including Microsoft Office Suite.
  • Considerable knowledge of State and Federal laws and regulations related to grant writing, administration, and management.
  • Considerable experience meeting deadlines and successfully managing multiple priorities/initiatives.
  • Considerable experience engaging with internal and external stakeholders.

Nice To Haves

  • Considerable experience with federal grant administration to include identification of funding sources, drafting proposals, execution of funds and preparing comprehensive financial reports related to grant oversight.
  • Considerable experience with healthcare program administration with knowledge of rural health challenges.
  • Extensive experience developing healthcare related recommendations for executive leadership.
  • Considerable experience in leading, managing, and developing geographically dispersed teams, including remote and hybrid staff.

Responsibilities

  • Manage and direct the implementation of grant-funded initiatives within the Rural Health Transformation Program.
  • Provide oversight and management of all Rural Health initiatives to improve access to healthcare in rural Virginia.
  • Lead the RHT Initiatives Unit and supervise the unit’s program managers and community engagement lead.
  • Lead cross-functional teams and coordinate with internal agency departments.
  • Build strong stakeholder relationships.
  • Support the RHT Director in preparing and delivering presentations and updates for the Governor’s Office, Office of the Secretary of Health and Human Resources, Virginia General Assembly, DMAS Executive Leadership Team, and key leadership within other Commonwealth of Virginia agencies.
  • Represent DMAS with internal and external stakeholders to develop and maintain public and private partnerships.
