About The Position

Corner Alliance is seeking an RF Engineering Support specialist with 10+ years of experience to join their team. As an RF Engineer, you will provide advanced RF engineering and wireless network analysis support for a nationwide public safety broadband network. Your work will focus on radio access network (RAN) coverage and capacity planning, RF propagation analysis, drive-test data validation, performance oversight, and technical reporting to support oversight and continuous improvement of mission-critical communications infrastructure.

Requirements

  • Bachelor's degree in Telecommunications, Electrical Engineering, Computer Science, or a related technical field
  • 10+ years' experience supporting nationwide or multi-state wireless networks, preferably public safety broadband or similar mission-critical environments, including coverage and capacity planning, network deployment, performance oversight, and/or operations for RAN and core networks.
  • Hands-on experience conducting RF engineering studies and technical analyses of coverage, capacity, and performance, including evaluation of mobile telecommunication coverage maps, on-air coverage reports, and coverage baselines at the state/territory and national level.
  • Experience assessing and validating drive-test data and comparing measured performance against predicted design/on-air coverage plots using state-of-the-art GIS and RF tools.
  • Familiarity with 4G and 5G RAN technologies, including concepts such as coverage and capacity planning, RF propagation, and key performance indicators relevant to network deployment, performance, adoption, and usage.
  • Demonstrated experience using industry-standard tools for RF engineering, GIS, and analytics such as InfoVista Planet, MapInfo, ESRI ArcGIS, Tableau, Microsoft Power BI, Power Automate, PowerApps, and similar tools to conduct coverage, performance, and usage analyses and develop dashboards and visualizations.
  • Experience reviewing and post-processing wireless drive-test data using tools such as Qualcomm QXDM, Accuver XCAL, Rohde & Schwarz QualiPoc, or equivalent drive-test post-processing tools.
  • Proficiency with Microsoft Excel and PowerPoint to develop engineering reports, statistical analyses, and management-ready presentations.
  • Experience reviewing vendor-provided network data and deliverables (e.g., coverage, capacity, deployment status, performance metrics, adoption/usage data) to identify trends, anomalies, gaps, and potential issues in support of network verification and validation efforts.
  • Experience aggregating and consolidating large, recurring data submissions (e.g., monthly/quarterly network or performance deliverables) into summary analyses, dashboards, and reports to support oversight, forecasting, and reinvestment decisions.

Responsibilities

  • Perform Plan of Record (POR) analysis by receiving coverage and capacity POR statistics and shapefiles, loading and validating them in ESRI, computing state and national coverage areas (rural/non-rural and band types), comparing against prior POR versions, and documenting discrepancies and trends for internal review.
  • Conduct raster and vector file consistency checks across .grd and .shp data using ESRI ArcGIS Pro and InfoVista Planet, prepare POR Tracker and comparative analysis reports, and provide summary findings and supporting presentations to the client.
  • Execute drive test analysis for telecommunications markets by comparing measured drive-test samples to predicted on-air coverage, computing key RF metrics (e.g., RSRP, signal thresholds), and producing statistical summaries that quantify improvements or degradations from coverage QASPs.
  • Develop RF map products that visually compare measured vs. predicted coverage, including creating themed drive test layers in Planet, classifying on-air coverage grids, overlaying sites and road networks, reconciling discrepancies, and producing market maps in PowerPoint for reporting and stakeholder briefings.
  • Perform on-air coverage and capacity assessments on a recurring, state-by-state and national basis by inventorying on-air shapefiles and statistics, validating network statistics using ESRI, computing sq. miles of coverage by state and nationally, and verifying consistency between computed values and AT&T reported statistics.
  • Compare on-air coverage results against the latest FOC Plan of Record (POR) statistics to determine where coverage exceeds, meets, or lags POR commitments, producing comparison spreadsheets and analyses for all coverage components (e.g., rural, non-rural, Band 14 and other bands).
  • Provide state commitment analysis support by reviewing applicable deliverables and requirements traceability (e.g., RTM and opt-in commitments), assessing RF coverage and performance against state-specific commitments, and producing written reports capturing compliance assessments and identified gaps.
  • Support development of network measurement reports, dashboards, and white papers on 4G/5G deployment, performance, adoption, and usage to inform the client's decision making and reinvestment strategies.
  • Maintain detailed documentation of methods, analyses, and results (including trackers, comparison reports, and data inventories) to support auditability and risk management, and communicate findings and recommendations to client subject matter experts and federal program staff.
  • Perform recurring (e.g., monthly and quarterly) analyses of AT&T and its contractors’ telecommunications deliverables, including large and complex performance and usage datasets, to verify data integrity, identify anomalies, assess contract compliance, and evaluate potential compliance impacts. Use big data analytics platforms such as Contour in Palantir or similar AI platforms to efficiently query, visualize, and validate large submissions, producing verification reports, issue logs, and presentations for federal program stakeholders.
