About The Position

The City of Littleton has an opportunity for a strategic, service-oriented Revenue Manager to join our dynamic and dedicated Finance team. This key role oversees all revenue activities including sales tax, use tax, and utility billing, as well as partnering with the Finance leadership to advance the city’s financial policies, systems, and long-term goals. Hiring pay range $102,000 - $107,400 per year This full-time position is exempt per FLSA and is not eligible for overtime compensation. Requirements

Bachelor’s degree in accounting, or a closely related field; and
Three (3) years of progressively responsible governmental accounting experience with at least one (1) year of supervisory or team lead experience; or
An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position may be considered.
Must be able to pass a pre-employment criminal background check.
Requires knowledge of the principles and practices of accounting, GAAP and GASB.
Requires knowledge of various statutes and regulations pertaining to municipal accounting.
Ability to develop and implement complex financial analyses and projections.
Sound reason, judgement, and decision-making skills.
Understanding and ability to apply accounting pronouncements and financial trends.
Strong attention to detail.
Strong technical skills including experience with different financial systems, analytical and reporting tools, and the ability to learn new tools and manage system updates.
Requires strong interpersonal and communications skills with the ability to effectively collaborate with a variety of individuals within and outside the organization using effective problem-solving and conflict resolution skills.

Responsibilities

Manages and evaluates the daily functions, operations and activities of the revenue division.
Supports the Finance Director by ensuring overall departmental vision and goals are developed, implemented and support city goals and assists the Finance Director in planning and coordinating the department’s work plan.
Participates in the formulation and implementation of the city’s financial policies.
Serves as change agent and takes lead on developing and implementing new accounting techniques and systems and in modifying existing methods and procedures for continuous process improvement.
Directs staff responsible for all revenue functions, including sales/use tax program and utility billing, balance sheet reconciliations, journal entries and all related tasks to ensure timely, efficient, and accurate processing and reporting of transactions and holds them accountable.
Participates in the development, implementation and oversight of departmental policies and procedures related to all revenue activities, including sales/use tax and utility billing, and customer service.
Manages the city’s sales/use tax program and utility billing functions.
Maintains, validates, and analyzes sales/use tax and utility billing data.
Oversees and conducts sales/use tax collection and audits.
Facilitates timely collection of all monies due researches and makes decisions on past due items.
Oversees business and sales/use tax licensing program including other required licensing.
Verifies the accuracy of daily cash transactions reviews and/or posts cash receipts.
Recommends and implements improvements in the department’s policies and procedures including tax collection strategies/techniques.
Ensures accuracy in utility billing according to fee schedules.
Assists in the compilation of the sewer and storm drainage utility financial plans and rate analysis.
Prepares, reviews and approves journal entries.
Supervises or conducts reconciliation of general ledger accounts to subsidiary ledgers.
Audits general ledgers, checking for correctness and completeness.
Assists in the revision of applicable ordinances and regulations.
Assists in the annual audit, year-end closing and aspects of the comprehensive annual financial report.
Reviews, analyzes, reconciles various reports.
Ensures compliance with federal, state and local laws, and accounting standards.
Leads key functional areas for ERP related enhancements, reporting, and related integrated systems.
Works collaboratively with other departments regarding operational matters that raise policy or other special questions and do not follow prescribed patterns and procedures.
Develops service level (SLA) agreements for key transactional processes, holds staff accountable for meeting SLAs, and fosters an environment of proactive engagement, collaboration, and customer service excellence.
Performs other assignments and projects as required.
