About The Position

The Internet Counter Exploitation Unit (ICE) is a specialized investigative unit responsible for reactive and proactive investigations related to the internet‑facilitated exploitation of children. Members investigate offences such as child luring, distribution and possession of child sexual abuse materials, and other Criminal Code offences involving online platforms and digital technologies. Unit members also provide subject‑matter expertise and operational support to internal sections and external law enforcement agencies.

Requirements

  • Strong investigative, analytical, and problem‑solving skills with attention to detail.
  • Demonstrated knowledge of Criminal Code offences, statutes, and case law related to child exploitation and internet‑based crimes.
  • Experience with digital investigations, online platforms, social media, and file‑sharing technologies.
  • Proficiency in preparing judicial authorizations and managing complex investigative files.
  • Effective written and oral communication skills, including report writing and court testimony.
  • Ability to work collaboratively within a specialized, high‑reliability investigative team.
  • Emotional resilience, professionalism, and awareness of wellness and self‑care strategies in relation to exposure to distressing investigative material.
  • Flexibility to adapt to changing technologies, investigative methods, and operational demands.
  • A retired officer applicant must satisfy the basic requirements to apply for a temporary experienced contract police officer position: Eligible to retire, recently retired, or a serving Canadian police officer within the last three years
  • Police recruit training provided by any of the following Canadian police training academies: RCMP Training Academy (Depot); Ontario Police College, Chief Crowfoot Learning Centre (Calgary Police Service), Edmonton Police Service, Basic Recruit Training, Lethbridge College, Winnipeg Police Service, Police Recruit Training Academy, Royal Newfoundland Constabulary, Saskatchewan Police College, École Nationale de Police du Québec, Atlantic Police Academy, Canadian Forces Military Police Academy or Justice Institute of British Columbia
  • Must not be the subject of any current Police Act allegations, Professional Standards investigations, Independent Investigations Office complaints or equivalent disciplinary processes in other provinces
  • Deployable to work patrol
  • Pass a medical exam to confirm fit for duty
  • Possess a valid CPR-C certification
  • Possess a valid Class 5 driver’s license
  • Able to pass all elements of the on-boarding process, which includes, but not limited to, VPD use-of-force qualifications.
  • Demonstrated investigative experience.
  • The ability to write a report and provide a sample and/or reference for review.
  • Qualified in all use of force requirements.

Responsibilities

  • Conducts proactive and reactive investigations involving internet‑based child exploitation offences.
  • Manages all aspects of assigned investigative files, including investigation logs, task assignments, action reports, and file maintenance in accordance with Major Case Management (MCM) principles and SIS business rules.
  • Gathers, manages, and coordinates digital, documentary, and physical evidence, including drafting and obtaining judicial authorizations such as search warrants, production orders, and arrest warrants.
  • Conducts victim, witness, and suspect interviews with sensitivity, professionalism, and adherence to best investigative practices.
  • Analyzes digital and investigative evidence to identify suspects and persons of interest; conducts arrests and manages release processes when appropriate.
  • Prepares comprehensive Crown briefs, disclosure packages, investigative reports, and court documentation.
  • Provides expert testimony in court and participates in charge assessment and prosecution support.
  • Liaises with Crown Counsel, other police agencies, government partners, service providers, and community stakeholders.
  • Acts as a subject‑matter resource for ICE‑related investigations and delivers information or instruction to police members and partners as required.
