The Respiratory Protection / SCBA Program Manager serves as the designated Respiratory Protection Program Administrator, exercising full operational oversight of life-support equipment, respiratory safety compliance, and technician training. This role involves developing, updating, and maintaining written Standard Operating Procedures (SOPs) for unit respiratory protection, conducting annual program evaluations, and maintaining audit-ready documentation. The manager will verify personnel medical clearance compliance prior to respirator assignment, administer qualitative and quantitative fit testing protocols per 29 CFR 1910.134, and conduct work area atmospheric surveillance. Responsibilities also include instructing personnel on proper donning, doffing, emergency procedures, and field-level operator care, as well as tracking the location and status of assigned equipment to ensure readiness for events. The role ensures proper maintenance and servicing of all government property, conducts monthly inventories, and provides Property Accountability Reports semiannually. Additionally, the manager identifies maintenance requirements for government-furnished and contractor-acquired property and coordinates repairs or disposition with the PM/COR.
