About The Position

Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state. Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets. As a federal Crown corporation, Trans Mountain continues to build on more than 70 years of experience delivering operational and safety excellence through our crude oil pipeline system. With our expanded pipeline system now in place, Trans Mountain provides enhanced direct access for Canadian crude oil to world markets. The expansion realizes a world-class system for oil transport, developed to Canada’s high standards within one of the most stringent regulatory regimes in the world, creating long-term economic benefits, enhanced marine protection, enhanced safety and emergency management capabilities, and enhanced skilled-worker capacity building in communities and Indigenous groups. Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as a Resource Planning Coordinator (Contract). In this position, you will play a key role in serving as the central point of coordination for resource planning across the Major Projects portfolio. The Resource Planning Coordinator (Contract) is responsible for facilitating cross-functional resource planning, aligning in-house resource costs with project budgets and control accounts, and enabling consolidated reporting that supports informed decision-making and financial accountability across major capital project delivery.

Requirements

  • Post-secondary education in Business Administration, Engineering, Project Management, or a related discipline.
  • Minimum 7 years of experience in project controls, resource and workforce planning, or capital project coordination, preferably in a major capital projects environment in the energy sector.
  • Demonstrated experience coordinating resource planning across multiple projects, including capturing project needs, allocations, and forecasts from functional teams.
  • Experience in facilitating cross-functional coordination meetings and drive timely action across Project Management, Cost Control, Finance, and functional teams.
  • Working knowledge of Work Breakdown Structures (WBS), control accounts, AFE processes, and capital cost structures, including the treatment of expense and capitalized in-house resource costs.
  • Strong understanding of resource planning and reporting, including FTE tracking, charge-ins, headcount, utilization, and budget forecasting.
  • Advanced proficiency in Microsoft Excel, including complex formulas and pivot tables; familiarity with Power BI or equivalent data visualization tools for reporting and dashboard development is an asset.
  • Experience with cost management and ERP systems (e.g., SAP, Oracle, PIMS) is an asset.
  • Track record of delivering high-quality work while effectively managing competing priorities, meeting deadlines, and maintaining strong attention to detail in a fast-paced environment.
  • Proven ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization.
  • Effective communication skills, including the ability to convey information clearly, respectfully, and professionally.

Nice To Haves

Responsibilities

  • Act as the central coordinator for resource planning across all Major Projects, supporting the development and implementation of a resource coordination strategy.
  • Facilitate monthly resource coordination meetings with all functional teams (Engineering, Environmental, Regulatory, etc.) to capture upcoming project needs and allocations.
  • Work closely with Finance and Project Controls to align resource planning and budgeting with corporate cost structures and project funding approvals.
  • Coordinate the assignment of in-house resource costs to the appropriate projects, whether expensed or capitalized, and ensure these are accurately reflected in the WBS and control accounts.
  • Support centralized resource reporting, including tracking of FTEs, charge-ins, and budget forecasts, to enable effective oversight of workforce utilization and financial accountability.
  • Provide visibility to leadership through consolidated reporting on budget, headcount, and utilization of metrics.
  • Support the shaping of the governance process and participate in User Acceptance Testing (UAT) for the new Project Management System, ensuring alignment from both process and system perspectives.
