About The Position

The Resource Planning Analyst position involves analyzing, developing, and implementing resource expansion plans to meet the electric system growth requirements for Xcel operating utility companies. These plans must adhere to the resource bidding and integrated resource planning requirements of each state. The role requires developing comprehensive and cost-effective plans for obtaining new capacity and energy resources, which involves interfacing with regulators, intervenors, customers, and power suppliers to gain consensus and approval. The analyst will perform economic modeling of alternative supply plans and resources, incorporating various scenarios and risks such as fuel prices, market prices, reliability, and environmental requirements. Collaboration with various internal Xcel groups like Forecasting, Risk Management, and Supply is crucial to integrate short-term and long-range considerations into the resource plans. The position also involves designing and executing solicitations for new resources and evaluating offers using quantitative tools, recommending the best options to senior executives.

Requirements

  • Bachelor's degree in engineering, finance, economics, operations research, mathematics, business.
  • Two years of energy industry experience or equivalent experience working with large optimization / forecasting models (for Analyst I).
  • Five or more years related work experience (for Analyst II).
  • At least eight years utility experience in work functions such as plant engineering or operations, forecasting, rates, load research, or similar function that provides candidate with understanding of generation planning and system modeling techniques (for Senior Analyst).
  • At least three years modeling experience with expansion or production simulation models (for Senior Analyst).
  • Extensive system knowledge of at least one of the larger Xcel Energy utilities (for Senior Analyst).

  • Graduate work in finance, economics, operations research or decision analysis.

Responsibilities

  • Develop comprehensive plans to obtain or add new capacity and energy resources in the most cost effective manner for each company and state, within resource planning / acquisition rules.
  • Interface with regulators, intervenors, political and special interest groups, customers, and power suppliers to obtain consensus, support, and/or regulatory approval of optimal resource plans, including filing testimony, negotiations, and presentations.
  • Plan and perform expansion plan and production cost economic modeling of alternative supply plans and resources to develop optimal portfolios, incorporating consideration of various scenarios and risks.
  • Interface and work with Forecasting, Risk Management, Trading, Gas Supply, Coal Supply, Transmission Operations and other Xcel groups to incorporate short-term and long-range considerations into the optimal resource plans.
  • Ensure that the expansion plan and production cost modeling of the utility power systems is accurate and current in terms of fuel costs, production capability, and contract terms.
  • Design and execute solicitations for new long term capacity and energy resources.
  • Evaluate offers using financial, economic, environmental and other criteria using expansion and production cost models, decision analysis and other quantitative tools.
  • Recommend best offers that meet need and criteria to senior executives for contract negotiation and execution.
