About The Position

Goldbelt Professional Services specializes in providing expert resources for Public Health missions including scientific, technical, and administrative support from junior staff to high-level subject matter experts. Research and data driven, Goldbelt Professional Services’ experts create solutions customized to the client’s needs. As a Resource Management Specialist II the candidate shall provide programmatic and resource management services for PRB. The assignment of each task or assignment and its delivery schedule will be established by the Program and may be subject to change or modification depending on organizational needs and priorities.

Requirements

Working knowledge of administrative records management, electronic file maintenance, document control, and records retention practices.
Experience supporting budget formulation, expenditure tracking, financial reconciliation, and monitoring of program funding and obligations.
Knowledge of federal procurement and acquisition processes, including procurement requests, Statements of Work, acquisition documentation, invoices, and tracking of unliquidated obligations.
Strong organizational and project coordination skills, including tracking deadlines, maintaining documentation, coordinating approvals, and managing multiple administrative workstreams.
Ability to collect, review, reconcile, and interpret financial, procurement, travel, conference, and property data for accuracy and completeness.
Experience coordinating administrative actions such as conference approvals, onboarding documentation, background investigation packages, travel arrangements, and branch requests.
Working knowledge of property and asset management practices, including equipment accountability, transfers, inventories, custodial records, and disposition procedures.
Proficiency with Microsoft Office applications, particularly Excel, Word, Outlook, and electronic tracking or database systems.
Strong written and verbal communication skills for working with program staff, financial offices, acquisition personnel, grants personnel, vendors, and other internal and external stakeholders.
Strong attention to detail and ability to maintain accurate, auditable records while following established policies, procedures, and required timelines.
Associates or Bachelors in business administration, finance, accounting, public administration, records management, procurement, logistics, or a related field or equivalent experience.
3-5 years of relevant experience.
Ability to obtain and maintain CDC Public Trust Clearance.

Nice To Haves

Approximately 5-7 years of experience in resource management, administrative operations, budget support, procurement, contract administration, records management, or property accountability.
Experience supporting federal government financial management, procurement, acquisition, grants, or contract administration activities.
Experience using federal or comparable enterprise systems for financial management, procurement, travel, conference approvals, or property accountability.
Familiarity with CDC systems such as ICE, IRIS, CAMS, CONCUR, and PMIS is preferred.
Experience preparing, coordinating, or reviewing procurement and acquisition packages, Statements of Work, invoices, acquisition plans, and related documentation.
Experience tracking expenditures, obligations, projections, funding balances, and unliquidated obligations.
Experience coordinating property inventories, equipment transfers, accountable property records, and property disposition activities.
Experience coordinating travel, conference approvals, personnel onboarding, security documentation, or other administrative support processes.
Experience providing resource-management support within a scientific, laboratory, public health, healthcare, or other complex program environment.
Prior experience with CDC.

Responsibilities

Maintain files, including meeting notes and electronic databases.
Responsible for sending notifications, tracking approved CDC conferences, coordinating and obtaining approval of conference memos in the Conference Approval Management System (CAMS).
Attend regular meetings with the PRB staff to determine the operational components necessary for laboratory and field projects in the branch.
Process e-QIP documentation to initiate background investigations for incoming team members.
Participate in PRB budgetary planning, procurement actions, and projections on anticipated needs.
Complete budget tracking and formulation activities for the branch by working with contacts in the program, center, as well as with contacts outside the center such as the Office of Financial Resources (OFR), Office of Acquisition Services (OAS) and the Office of Grants Services (OGS).
Provide assistance and guidance to PRB staff in the area of contract administration, include the development of Statements of Work, invoices, Acquisition Plans, and managing Unliquidated Obligations (ULOs).
Enters procurement requests in the ICE system after receiving a completed package.
Collect, review, and interpret data related to fiscal expenditure and allocation in CDC Financial systems (ICE, IRIS etc.).
Coordinate and submit branch requests and expenditures; Assist staff with domestic and international arrangements & technical issues in CONCUR.
Perform property management of lab and office equipment.
Account for all personal property within your assigned custodial area, and be sure PMIS records are current and accurate at all times.
Initiate or process documents affecting equipment, and ensure all property movement into or out of the custodial area is documented properly.
Complete HHS form 439 (Personal Custody Property Record) when end-users remove items from CDC’s campus for telework, field use or conferences.
Continuously review records to be sure that property is maintained properly, protected, and used only for official purposes.
Identify and report any underutilized or unneeded property.
Report any property determined to be lost, damaged, missing, or stolen immediately to the Security Operations Center at 404-639-2888 or [email protected], the OPAO, and LPMSO. Submit a complete, accurate, timely Report of Survey (ROS)pdf icon to the OPAO.
Assist in the annual physical inventory and joint inventories for account transfer, and conduct your own physical inventory when appropriate.
Be sure exit clearance procedures for all assigned property are followed before an end user’s departure.
Be sure acknowledgments and transfers are fully supported and entered in PMIS promptly.
Attend regularly scheduled property training sessions.
