About The Position

The Maine Office of Community Affairs (MOCA), Division of Building Codes and Standards (DBCS), is seeking an experienced and collaborative professional to serve as a Program Coordinator supporting the Building Codes Program, the Manufactured Housing Program, and related community assistance initiatives. This position is responsible for managing and coordinating statewide programs that advance the mission of DBCS and improve the delivery of building code services throughout Maine. The successful candidate will oversee the coordination and continuous improvement of the Code Enforcement Certification Program, the Code Enforcement Training Program, and other strategic initiatives designed to enhance regulatory consistency, professional development, and municipal support. The position also serves as a liaison between DBCS, regional code enforcement programs, the Maine Community College System, other state agencies, and external stakeholders to ensure effective communication, collaboration, and program implementation.

  • Requires background combination of education and/or experience demonstrating technical expertise in natural resource program management or position specific expertise.

Responsibilities

  • Administration of the Code Enforcement Certification Program and the Code Enforcement Training Program to maximize efficiency, effectiveness, and resource utilization.
  • Coordinate with the organizations and stakeholders in the development, implementation, and continuous improvement of Code Enforcement Certification curriculum.
  • Coordinate projects related to building codes, land use regulations, industrialized construction, manufactured housing, and municipal code enforcement initiative.
  • Oversee the development and distribution of technical assistance materials, training resources, and educational publications.
  • Coordinate statewide training schedules using feedback from stakeholders, advisory boards, instructors, municipalities, and agency leadership.
  • Monitor program performance and recommend operational improvements based on measurable outcomes.
  • Design and prepare reports, presentations, and briefing materials for agency leadership, advisory boards, legislators, and the public that present technical information in a clear, accurate, and accessible manner.
  • Develop project plans, establish milestones, monitor progress, and ensure timely completion of assigned initiatives.
