About The Position

As a member of the Well-Being Services Team, the Resource Development Manager will be responsible for the Wrigley Home, Community Kinship and First Contact Panel teams. This position will be responsible for management, administration and delivery of resource development and supports in order to ensure that the needs of children & families are met in a reasonable, effective and efficient manner and are in line with First Nations cultural and spiritual practices.

Requirements

  • A Social Work degree from a recognized post-secondary institution.
  • A minimum of eight years progressive experience in the field of child and family services.
  • A minimum of five years proven experience in progressively responsible supervisory/management positions in the field of child and family services.
  • Must be a member in good standing or eligible for registration with the Saskatchewan Association of Social Work within 6 months of employment.

  • Knowledge of the political, social and economic objectives of the Saskatoon Tribal Council and of the Dakota, Cree, and Saulteaux cultures will be considered an asset.

Responsibilities

  • Manage Operations for STC Well-Being Service Areas: Ensure that all agency operations are conducted within relevant legislation, policies and procedures. Coordinate development and implementation of policies, procedures and programs. Tracks and allocates staff and other resources within the service area to ensure quality service is provided to children and families and to ensure programs work towards the achievement of the strategic goals of STC. Perform risk management and liability monitoring.
  • Manage Financial Operations: Be familiar with funding requirements, financial legislation, policies and procedures. Be familiar with all STC Well-Being Services financial policies and procedures. Coordinate the preparation of the annual budget and work plan. Be familiar with generally accepted accounting procedures. Review all monthly financial statements & reports. Establish and ensure internal financial controls are in place.
  • Manage and Supervise Staff: Recruit and selects new staff and directly supervises, evaluates and delegates responsibilities and authority to STC Well-Being Services supervisors based on the established organization structure. Provide senior case and/or policy consultations to staff on complex cases and/or issues. Direct resource team members to community assignments in consultation with member First Nations. Ensure that standards and procedures are applied in program and service delivery that are comparable to professional norms; Ensures that each staff member is evaluated as per the personnel policy.
  • Manage Service Planning, Delivery & Review: Assist with proposals and reporting for program funding. Ensure program funds are expended appropriately. Evaluate the effectiveness of programs and program delivery. Troubleshoots and seeks further clarification for unique situations and interpretations of policies on behalf of supervisors. Liaise with federal, provincial and First Nations government agencies for the transfer of cases to the STC Well-Being Services program (repatriation).
  • Perform other related duties as defined and assigned by the reporting Director or designate on an as required basis. This will include cover-off responsibilities for the Director of Well-Being Services.
