About The Position

Under the direction of the Executive Director of Facilities & Capital Projects, this position is responsible for the development, implementation, and management of resource conservation programs for Skagit Valley College (SVC). Resource conservation, sustainability, and active energy management programs will be developed for both the Mount Vernon & Whidbey Island Campuses as well as the various centers, sites, and buildings managed by SVC across Skagit and Island Counties. The RCM is responsible for ensuring regulatory compliance with the State of Washington Clean Building Performance Standard (CBPS), MS4 stormwater permit management, including annual reporting, clean air agency permitting and reporting requirements, and space planning assessment for the efficient use of classroom and office space resources. The RCM will monitor and analyze energy resources, water and waste-related utilities consumed at each facility; develop and implement active energy management plans and waste reduction practices; provide education and training for facility occupants, maintenance, custodial and administrative staff; collaborate with the college sustainability committee to create and promote a strong resource conservation and recycling ethic among SVC stakeholders. This is a full-time, benefits-eligible position working 40 hours per week, 12 months a year. This position works on-site at the Mount Vernon Campus in Washington.

Requirements

  • Bachelor’s degree in facilities management, environmental science, engineering, business administration or a related field from an accredited institution. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
  • The ability to travel locally and/or regionally.
  • Valid motor vehicle operator license required.
  • Knowledge of building mechanical, electrical, HVAC, and control systems and Washington State Energy Code.
  • Ability to communicate clearly and effectively both orally and in writing.
  • Acceptance of the responsibility to always promote the welfare and best interests of students.
  • A demonstrable understanding and acceptance of the mission, guiding values, goals, and objectives of SVC.

Nice To Haves

  • Previous utility management, resource analysis, or any combination of experience and training which demonstrates the knowledge, skills and ability required to do the work.
  • Certification such as Certified Energy Master (CEM), Certified Sustainable Development Professional (CSDP), Certified Building Operator (BOC), Certified Business Energy Professional (BEP), or Certified Green Building Engineer (GBE).
  • Certification as a Certified Energy Manager (CEM).
  • Experience with energy/utility tracking software.
  • Experience in the HVAC field.

Responsibilities

  • Develop, implement, and manage resource conservation programs for SVC, including increasing energy efficiency, reducing natural resource consumption, and implementing solid waste stream reduction/management and recycling programs.
  • Monitor and analyze energy resources, water and waste-related utilities consumed at each facility.
  • Develop and implement active energy management plans and waste reduction practices.
  • Provide education and training for facility occupants, maintenance, custodial and administrative staff.
  • Collaborate with the college sustainability committee to create and promote a strong resource conservation and recycling ethic among SVC stakeholders.
  • Ensure regulatory compliance with the State of Washington Clean Building Performance Standard (CBPS), MS4 stormwater permit management, clean air agency permitting and reporting requirements.
  • Conduct space planning assessments for the efficient use of classroom and office space resources.
  • Control and manage utility costs, optimize building automation systems, and reduce greenhouse gas emissions.
  • Direct Utility Cost Reduction: Achieve 5-15% energy savings within two years.
  • Billing Error Recovery: Secure refunds or credits through historical utility bill auditing.
  • Review and monitor utility billings, audit bills and verify charges, investigate and recommend correction of any abnormal resource use.
  • Manage billing error recovery process in partnership with the business office.
  • Report apparent faulty systems to the Assistant Director of Facilities and monitor completion of corrective actions.
  • Review and monitor lease agreements to verify monthly payments for utility reimbursement and facilities support services are received and deposited in the correct operating budget.
  • Document and analyze predicted cost savings for identified reduction/efficiency measures, and monitor performance through trending & analysis.
  • Act as liaison between internal facilities staff, ATS Automation, occupancy scheduling, and the SVC campus community to maximize off-peak savings during low occupancy periods.
  • Identify and prioritize recommendations for practical and effective no-cost/low-cost energy and resource-saving measures.
  • Present recommendations to facilities department leadership team for consideration & implementation.
  • Facilitate application for and securing of external capital through grants, utility rebates, and state-level sustainability funding.
  • Develop and maintain an energy/utility database, perform trend/use analysis, and develop plans to maximize efficiency.
  • Keep the Energy Star Portfolio Manager (ESPM) tool updated and advise the Executive Director and other administrators on CBPS compliance and district’s utility costs and consumption.
  • Develop tools to report resource use for each facility.
  • Participate in the implementation of targeted building operation, maintenance, and equipment efficiency measures and upgrades.
  • Drive compliance with CBPS Operations & Maintenance (O&M) Program and Energy Management Plan (EMP).
  • Develop, audit, update, and enter monthly utility consumption data into full-featured utility tracking databases like ESPM and Skyspark.
  • Verify data is recorded properly, and ESPM is recording data required for compliance with CBPS.
  • Act as primary point of contact with utility companies, ATS Automation, the Department of Commerce, and DES Energy Services for energy conservation, clean building performance, grant/rebates and green power initiatives.
  • Maintain, update, and utilize mandatory reporting tools like ENERGY STAR Portfolio Manager to compare campus performance against peer institutions.
  • Monitor total electricity and natural gas use per square foot of campus area.
  • Collaborate with DES Energy Services staff to ensure building and campus data in ENERGY STAR Portfolio Manager supports their annual Green House Gas emission and carbon reduction reporting requirements.
  • Prepare annual Clean Air Agency and State Efficiency and Environmental Performance (SEEP) annual reports and act as the primary point of contact for these agencies.
  • Administer the Refrigerant Management Program (RAMP), ensuring compliance with the Department of Ecology Climate Pollution Reduction Program.
  • Manage the MS4 Stormwater Permit, including submitting annual stormwater reports to the Department of Ecology (DOE), retention of compliance-related documentation, facilitating the public notification and community engagement process, completing annual updates to the Stormwater Management Plan (SWAMP), and ensuring maintenance staff are trained and complying with the O&M Manual and executing the program Best Management Practices (BMP’s).
  • Prepare and submit various utilization and resource consumption reports and update inventory systems as requested and required by the State of Washington Office of Financial Management (OFM) or the State Board for Community & Technical Colleges (SBCTC).
  • Comply with district policy, procedures and directives, state and federal regulations, orders and statutes, and collective bargaining agreements.
  • Provide office space assignment and ownership-related data to support the Vice President of Administrative Services' decisions associated with requests for office assignments.
  • Keep “Room Audit” data up to date and accurate.
  • Update the Megamation FAE module and work with the State of Washington Office of Financial Management (OFM) to ensure the FPMT system and Megamation system are accurate and aligned.
  • Update Megamation mechanical equipment inventory and provide a report every two years with recommendations for equipment and systems that have reached the end of useful life or are in a condition that warrants capital repair or replacement.
  • Make recommendations related to capital equipment replacement as a part of the Bi-Annual Facility Condition Survey performed by the State Board.
  • Train building staff and occupants in conservation measures to increase awareness of the impact of behaviors on resource use and costs.
  • Develop and implement recognition programs that encourage actions toward savings goals and provide rewards when goals are achieved.
  • Promote RCM Program and send out monthly updates with success stories.
  • Share energy savings ideas with our campus communities across the district.
  • Promote environmental stewardship and accountability to create a strong conservation ethic among building occupants and organizational leaders.
  • Engage, interact, and collaborate with the student population through multiple communication channels and programs to further resource conservation and sustainability efforts.
  • Vary work schedule as necessary to monitor district facilities and interface with stakeholders.
  • Participate in the SVC sustainability committee, representing Administrative Services and Facilities & Operations.
  • Evaluate program success through participation rates in conservation workshops and surveyed gains in campus community sustainability knowledge.
  • Track the participation of individual departments in behavior-based energy reduction programs.
